Crown Agents USA, Inc. (CA-USA) is seeking a Senior Adviser to support Economic Growth and Trade Projects in our Washington DC Office.

Since its incorporation in the United States in 1998, CA-USA has provided technical assistance services and support to U.S. Government agencies and international organizations such as the U.S. Agency for International Development (USAID), the Millennium Challenge Corporation (MCC), the U.S. Trade and Development Agency (USTDA), Department of State (DOS), and the Gates Foundation.
Role & Responsibilities
The Senior Adviser, Economic Growth & Trade (EGAT) provides expert technical guidance and best practice knowledge in order to achieve successful fulfillment of technical program deliverables in a timely and profitable manner. The Senior Adviser, EGAT carries out advisory duties in compliance with client requirements, CA-USA policy, and with the highest standard of integrity and transparency. This position is exempt and reports to the Practice Area Director, EGAT and is based in Washington, DC.
Specific Responsibilities
· Provide day to day mentorship and support to team on various areas of economic growth and trade including the policies, processes, procedures, and systems.
· Contribute to a market development strategy for the economic growth and trade practice area.
· Lead the analysis of the current technical system/practices, advising on conformity to international standards and producing comprehensive reports on findings, risks, and influencing factors.
· Provide strategic as well as technical advice in furtherance of economic growth and trade, public financial management, and other related activities.
· Act as the client liaison for technical matters to include: negotiating reasonable scopes of work while gauging accuracy of cost and level of effort realism; sequencing of technical tasks; developing technically viable work plans; providing technical supervision and review of intermediate and final products; and supporting budget inputs as necessary for the technical assignment.
· Identify technical resources needed for proposals and for project implementation and advise on use of resources in context of strategic and technical goals:
o Build relationships for developing new bid opportunities and leverage existing partnerships to expand existing or new projects.
o Identify and pursue relevant bid opportunities in order to expand unit’s project portfolio.
o Provide direction and focus to proposal teams and, when necessary, serve as lead technical writer for bids.
o Coordinate business development activities with Recruiting, Contracts, Business Development and other relevant departments.
o As needed, conduct site or project visits to gather technical inputs for proposals: identify local partners, meet with donors, potential beneficiaries and other stakeholders, and interview personnel.
· Contribute to and review technical program reports to ensure quality products are delivered to clients; guide external consultants and project staff on the development of these reports.
· Advise on economic growth and trade best technical practices; ensure current and newly developed systems, policies, and procedures are compliant and accurate, conform to recognized standards of transparency and integrity and ensure process continuity.
· Conduct an accurate capacity assessment, identifying human resource gaps and risks as well as identify areas to maximize efficiencies in processes.
· Design templates and other tools to effectively operationalize deliverable activities, as needed.
· Develop a capacity building and mentorship plan, delivering formal and informal training throughout project phases.
· Serve as a economic growth and trade champion and mentor, ensuring knowledge sharing, sustainable solutions and collaboration are present in all activities.
· Liaise with the Practice Area Director of EGAT programs, providing regular updates on progress towards deliverables, challenges and issues as well as create reports and/or provide inputs as requested.
· Advise Practice Area Director of EGAT in developing/shaping strategic plan for business unit, when necessary
Qualifications
· Master’s Degree in economics, business administration, international development, or a related field is required
· Minimum of 15+ years of progressive technical advisement experience including experience as a senior level employee and/or adviser within a national-level project;
· Previous work history providing senior level advisory for Economic Growth& Trade and/or Public Finance projects strongly preferred.
· Prior demonstrated experience with multilateral or bilateral donor programs, preferably USAID;
· A strong reputation for delivering measurable results and significant emphasis on developing good collaborative working relationships with counterparts, other implementing partners and international organizations or donors desired;
· Ability to travel up to 25% internationally is required.
· Fluency in English is required.
· Must demonstrate personal attributes such as loyalty and integrity in addition to being resourceful and flexible, which is inherent in this position.
· Must be able to legally work in the United States.
