****POSITION DESCRIPTION****
Position Title: Senior Director, Clean Energy

****BACKGROUND:****Winrock International has expanded its Clean Energy program by creating a single Group that includes both a Clean Energy Unit and a Water Unit. This group holds responsibility for growing all infrastructure related services across the spectrum: from policy, legal and regulatory services, to the training and formation of governing agencies, to engineering and construction services. The Sr. Director is responsible for setting the strategy and direction of the Group, the supervision and mentoring of staff, the financial performance of the group, meeting new business targets, and project implementation results. The Sr. Director, is a member of Winrock’s Leadership Team and is responsible for both domestic and international programs. The position is based in either Arlington, VA or Little Rock, AR and will require approximately 30% travel.
****POSITION SUMMARY:****The Sr. Director will lead a team responsible for managing and growing Winrock’s technical expertise in water and clean energy (the Technical Group) and be responsible for identifying and assessing development needs in the sector, staying abreast of policy, financing, institutional mechanisms and opportunities for capacity building and technical collaboration. The Sr. Director will also be responsible for supervision and mentoring of staff, and is accountable for managing a portfolio of projects that are managed on time, on scope and on budget. This position will also be responsible for financial performance of the unit, meeting new business targets, and revenue projections, as well as project implementation awards.
ESSENTIAL Responsibilities:
- Direct Winrock’s long-term strategic planning for programs in water and sustainable clean energy.
- Lead the day-to-day management of the technical group’s portfolio, including its programs and staff; establish the lead role in launching new initiatives.
- Liaise with institutional donors (USAID, DFID, etc.) to ensure project targets are met and lead initiates for new business opportunities
- Must be responsible for key personnel decisions and be capable of managing multicultural and multidiscipline international project leadership.
- Ensure group maintains relationships with current and potential funders and partners.
- Prepare and effectively manage annual internal budgets.
- Assure timely, results-oriented, and successful implementation of all Winrock programs and activities and that the program management teams are aware of and have access to needed tools and support and apply standards to maintain program quality and monitoring, evaluation award management and finance and operations performance.
- Provide leadership in identifying, developing, tracking and securing new business in these areas.
- Coordinate with other Winrock units and groups on strategic planning and developing new business opportunities for country specific programs in complementary areas.
- Represent Winrock International in all strategic and program matters related to programs in the group’s portfolio.
- Ensure Winrock is represented at key internal or external events relevant to technical area.
- Other relevant tasks as required.
QUALIFICATIONS AND BACKGROUND:
Education: Bachelor’s degree in Environment, Energy, International Policy, Finance, Engineering or related field required. Advanced degree or MBA preferred.
****Experience:****
- Minimum 15 years relevant experience in a similar position including strategic planning, project development, project implementation and administration and staff management.
- International experience, including experience working and living in a developing country, is strongly preferred.
- Progressive experience marketing and managing implementation of a portfolio of services related to water, clean energy, climate change, environmental performance, and/or corporate social responsibility is required.
- Demonstrated knowledge of USAID processes, rules and regulations mandatory and previous experience working with other international donors preferred
- Demonstrated intellectual leadership in the pursuit of innovative solutions to environmental problems and means of integrating clean energy, water and infrastructure concepts with other development programs — global climate change mitigation and adaptation, payments for environmental services, water management and employment and enterprise development.
- Must have demonstrated management experience; ability to demonstrate the highest level of ethical standards at all times; ability to multi-task and juggle competing priorities while ensuring quality output.
****Skills:****
- Proven track record at securing new business including leading outreach to existing and new business clients; generating, qualifying and establishing new business leads; and, seeking and securing new business opportunities.
- Ability to manage a diverse global staff to successfully manage the implementation to expand a worldwide portfolio of large and complex programs in clean energy linked to development.
- Exceptional business acumen and experience including: basic accounting, business planning, budgeting, and achieving tangible financial results are required; proven ability to manage discretionary financial resources in a cost-effective manner.
- Excellent verbal and written communications skills in English required; capability in one other language is preferred; demonstrated ability to interact effectively and sensitively with a broad cross-section of internal staff and external donors and collaborators is essential.
- Excellent analytical skills, including ability to understand concepts and issues and present them clearly; ability to exercise sound judgment; demonstrated strong organizational skills, including management of multiple tasks and conflict resolution.
- Effective “hands-on” user of Microsoft Office software (especially Outlook, Word, and Excel)
- Well-tested and strong interpersonal, decision making, accountability, team building, financial management and budgeting skills are essential.
Other:Established networks with relevant organizations, associations and clients a must. Must be available for periodic domestic travel and occasional international travel.

- Meeting agreed annual financial targets for the Group’s portfolio of ongoing projects and business development efforts
- Success of projects within the Group toward meeting the indicators and outcomes as agreed and expected by clients
- Ability to grow new business in an innovative manner, seeking new mechanisms, and diversified funders
- Ability to attract and grow diverse leading talent for the Group’s and Winrock’s overall success
- Ability to establish and manage a meaningful strategy and a tactical plan for growth of the Group in accordance with Winrock’s overall institutional strategy and objectives
