The Monitoring, Evaluation and Research (MER) Technical Team in the International Development Division (IDD) has an opening (based in either Washington, DC or Waltham, MA) for an International Technical Advisor for Monitoring, Evaluation, and Research, reporting to the MER Technical Team Director. The MER Technical Team provides technical expertise and support to projects to ensure that expected results are achieved, and to lead the development of the evidence base for IDD interventions though research and evaluation studies.


ESSENTIAL FUNCTIONS – The International Technical Advisor will support building the knowledge base for EDC’s global portfolio of development projects by providing on-going technical assistance and capacity building to basic education and youth development project teams in Africa, Asia, Eastern Europe, the Middle East and Latin America. The International Technical Advisor will be responsible for setting up and maintaining project monitoring and evaluation (M&E) systems, including databases, conducting data analysis, preparing reports, and presenting findings to stakeholders. The International Technical Advisor will be expected to work closely with other technical team members and with project management and technical staff, and travel to projects as needed. The International Technical Advisor will also participate in business development and collaborate with EDC’s youth, basic education teams in order to improve coordination of M&E systems across projects.

The International Technical Advisor will:
• Collaborate and liaise with EDC’s basic education, and youth development teams to improve measurement of results across projects
• Develop and support implementation of monitoring, evaluation and research plans in collaboration with project teams
• Provide technical M&E assistance to education development project teams in international contexts
• Coordinate, develop and implement evaluations of basic literacy and youth development projects in international settings
• Conduct large-scale literacy and math assessments and analyze results
• Prepare reports on assessment results
• Provide leadership with development of project-specific literacy assessments
• Prepare communication briefs and presentations on basic literacy
• Support the development and implementation of webinars and dissemination activities relating to basic literacy and youth development
• Conduct in-country adaptations of international literacy assessment tools
• Provide training to field staff on evaluation and assessment-related tasks
• Coordinate knowledge sharing efforts related to evaluation protocols, procedures and reports
• Prepare communication briefs and presentations
• Effectively represent projects with clients and stakeholders
• Provide other research support to projects, as needed
• Participate in external forums to support the advancement of the field of international education development
• Collaborate with new business development teams to write and integrate strong evaluation and learning agenda in proposals during the design stage

QUALIFICATIONS – This position requires educational achievement; excellent writing skills; demonstrable initiative, creativity, and flexibility; ability to effectively work independently as well as in groups; strong interpersonal and organizational skills. Specific requirements:
• PhD degree in a related field preferred; with PhD, 3-5 years related experience.
• With Master’s degree, 5–8 years related research and evaluation experience
• Solid experience with computer applications (including databases), psychometric or statistical measurement techniques, and Internet research
• Prior research or evaluation management experience
• International travel required


An ideal candidate will have:
• Academic background and professional interest in basic literacy research and evaluation.
• Excellent statistical analysis skills, including proficiency in SPSS or STATA
• Experience in planning and implementing research or evaluation projects
• Experience in data collection, processing, and analysis
• Ability to analyze and provide written synopses of a wide range of information and research
• Excellent verbal and written communication skills
• Excellent organizational skills and attention to detail
• Ability to handle multiple priorities
• Prior experience with USAID-funded projects
• Professional proficiency of French
