United States of America: Talent Acquisition Manager


PROGRAM/ DEPARTMENT SUMMARY:


The People and Strategy Team ensures that Mercy Corps has the people, strategies and learning that will enable it to be a leading global organization, creating transformational change in the world. We do this through: the recruitment, retention and development of the best global talent. Our aim is to drive strategic thinking and planning at all levels of the organization; create a robust body of research to guide us internally and externally and steward the organizational culture. To achieve this we align conversations on learning; keep the organization focused on what has the greatest impact; leverage our comparative advantages in the crowded and competitive international relief and development landscape; and assure we are constantly learning from our work and the external environment.


GENERAL POSITION SUMMARY:


ESSENTIAL JOB RESPONSIBILITIES:


Strategy


  • Develop deep understanding of talent requirements and challenges and compare with industry trends and update global TA strategy.

  • Oversee the TA side of the evolving People strategy focusing on complex countries, national team members, and people management skills.

  • Support the agency’s aim to have a globally diverse team.

  • Identify cutting edge trends and best practices that can be incorporated into existing efforts.

  • Actively cultivate cross-departmental and cross-functional relationships to ensure that the TA function is well integrated into wider agency objectives.

  • Build a network of contacts in like-minded organizations for joint identification of best talent acquisition practices and for sharing of talent.

  • Ensure recruitment team is aligned with and contributes to agency strategy and the mission.

  • Leverage ongoing communication campaigns and effort to strengthen Mercy Corps employment brand in appropriate digital, social media and in-person avenues.

  • Responsible for key objectives and deliverables in People strategy and work plans.

Talent Acquisition


  • Take ownership for the recruiting, sourcing and identification of talent for senior positions up to 40% of the time including peak periods and during emergencies.

  • Design, develop and maintain the recruitment process in the organization and ensures quality and consistency of how we attract, assess, and hire talent.

  • Provide responsive, high-quality candidate experience with added care for internal or former team members and manage executive referrals in timely and sensitive manner.

  • Ensure hiring teams and recruiters are effectively utilizing the Cornerstones of Leadership to assess talent including orientation, training, and quality review globally.

  • Lead the global roll-out of the refreshed Cornerstone of Leadership, Mercy Corps leadership competency model.

  • Engage and systematize team members’ referral networks; “everyone is a recruiter”.

  • Track key quality and efficiency metrics leveraging the talent acquisition system.

  • Provide recruitment support to our field HR counterparts on national recruitment with focus on complex crisis locations or rapid growth including in country support if necessary.

  • Work with the talent management team to meet short term field needs looking across internal and external talent sources.

Team Management


  • Supervise and coach all members of the team; recruit and train new members as needed.

  • Create a sustainable work environment of mutual respect that attracts motivated, skilled and effective team members and enables them individually and collectively to achieve excellence.

  • Promote ongoing learning across a globally distributed team and meet team individual development needs.

  • Ensure there is sufficient support available to meet recruitment needs during peak periods.

Representation and Influence


  • Track key initiatives, identify appropriate metrics and track progress towards meeting established objectives, with an eye towards constant improvement.

  • Support in maintaining a collaborative relationships with hiring managers to ensure clear mutual understanding of people priorities.

  • Contribute to and be present at relevant talent acquisition events.

  • Ensure broader agency is aware of key TA projects and received regular updates and responsible for leading the internal communication for the TA team.

Accountability to Beneficiaries: Mercy Corps team members are expected to support all efforts towards accountability, specifically to our beneficiaries and to international standards guiding international relief and development work, while actively engaging beneficiary communities as equal partners in the design, monitoring and evaluation of our field projects.


SUPERVISORY RESPONSIBILITY: 4-person recruitment team plus on call support.


ACCOUNTABILITY:


REPORTS DIRECTLY TO: Senior Director Global Talent


WORKS DIRECTLY WITH: Senior Director Global HR Services Director, Talent Management Advisor, Global HR Services Team, People and Strategy team, Regional Program Directors, Cross-Operations teams


KNOWLEDGE AND EXPERIENCE:


  • 5-7 years of experience managing full cycle talent acquisition with 2 years involving international contexts and candidates preferred.

  • 3 years of experience leading successful teams.

  • Experience using talent acquisiton system and tracking talent metrics.

  • Demonstrated capacityt to utilize analytics and technology to improve efficiencies.

  • Demonstrated capacity to incorporate best in class asessments approaches in global organization.

  • Advanced experience developing and implementing sourcing strategies aligned with organizational initiatives.

  • Demonstrated experience and ability to create, implement, maintain and improve recruitment strategies and systems in a high-volume context.

  • Demonstrated passion staffing in international relief and development environments.

  • Ability to communicate and problem-solve effectively across diverse cultures with sensitivity.

  • Language skills in French, Spanish, or Arabic strongly preferred.

S/he will possess the ability to prioritize and manage multiple tasks simultaneously, while remaining focused on the quality of internal and external relationships. S/he will be able to work with strong personalities with sensitivity and respect and will be comfortable working across functions. The successful candidate is passionate about the identification and retention of amazing talent to achieve organizational goals.


LIVING CONDITIONS/ENVIRONMENTAL CONDITIONS:


The position is based in Portland Oregon and it requires up to 25% travel to Mercy Corps field locations. Mercy Corps Team members represent the agency both during and outside of work hours when deployed in a field posting or on a visit/TDY to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and MC’s policies, procedures, and values at all times and in all in-country venues.
