We are seeking a D.C.-based Director, Awards & Compliance who will provide cradle-to-grave administration of USG, UN, MCC and other donor assistance and acquisition awards. This position is responsible for the facilitation, negotiation, and management of prime and sub-award funding mechanisms and modifications (i.e. cooperative agreements, grants, contracts, etc.).


Essential Responsibilities:

• Provide leadership and support to department and corporate policies, procedures and tools, in the development of start-up and oversight management plans detailing the compliance requirements of select prime awards and sub-awards.

• Liaise with PMU, OSS and the President"s office in providing input during regular project reviews.

• Provide review of subcontracts, sub-awards, grants, vendor agreements (purchase orders) and modifications thereto issued from headquarters and review and concur with agreements and procurements prepared by field office staff and sent to headquarters for final review.

• Review and provide input into budgetary pipelines, no-cost extension requests, donor approval requests, and all other formal communication requests: review and provide input to communications that require reporting/responding to the donor contracting/regulatory authorities.

• Review and approve procurement plans, procurement documentation, and sub-award documentation and timelines for viability with prime award requirements.

• Approve sub-awards for signature by the relevant, delegated HQ/field staff member(s).

• Draft, review, and implement (and provide annual updates to) ACDI/VOCA field manuals for compliance (i.e. Field Procurement Manual and Field Grants Manual) with ACDI/VOCA policies and funding agency requirements.

• Conduct field site visits to review and ensure compliance with ACDI/VOCA policies and funding agency requirements.

• Provide oversight of closeout of program and/or field offices as required in conjunction with the efforts of the Quality & Compliance closeout team.

• Assume primary contact role for research and interpretation of USAID, USDA ,UN, MCC and other donor rules and regulations for assistance and award/contract management, including: OMB Circulars, ADS, FAR and AIDAR requirements.

• Provide routine training for ACDI/VOCA staff as well as sub-award staff on donor requirements and ACDI/VOCA policies and procedures.

• Assist in the development of standard ACDI/VOCA templates for procurement and sub-award instruments, and documentation requirements, as necessary.

• Mentor other staff in the office of Awards and Compliance on the negotiation and administration of sub-awards, procurements, and compliance administration. Review supporting documentation, make responsibility determination (including basic systems reviews), review costs for reasonableness, allowability, applicability.

• Seek learning and training opportunities to have the most current information and updates on donor rules and regulations for assistance and acquisition awards.

• Oversee and provide guidance on sub-award and project closeout process, to include the final reconciliation of advances, compilation of final closeout reports and other documentation both for donor and internal purposes.


A master’s degree in business administration, finance, international development, or related field, with a minimum of six years’ work experience with U.S. government contracts, grants, or finance administration required. Additional years of experience may be considered in lieu of an advanced degree. Candidates with USAID and/or USDA experience desired. Working knowledge of the Federal Acquisition Regulations and similar procurement regulations are preferred. Candidates must have excellent oral, written, and reading comprehension abilities. Fluency in English required. Strong French language and/or Spanish language skills preferred. The ability and willingness to travel internationally is required.
