Position: Grants and Contracts Manager – Interim

Position Summary:
Under the supervision of the Vice President of Operations, the Position will oversee the day to day management of the Grants and Contracts Unit. Primary responsibilities include providing timely guidance and direction on budget and proposal reviews; review and facilitate pertinent contractual documents including non-binding MoU’s, Grant Agreements, and contracts; provide clear guidance on grant agreement terms and conditions when necessary; facilitate grants tracking; and provide guidance on the use of GCU forms and templates as required.
Essential Responsibilities and Duties:
At proposal stage
- Review and guide budget revisions and new budgets for proposal submissions per grantor guidelines
- Review any cost share requirements and facilitate a discussion around appropriate cost share practices when necessary
- Ensure that for USG grants, RI’s indirect rate is appropriately recovered
- Review Teaming Agreements and ensure that the terms and conditions of the Teaming Agreements are appropriate
At award stage
- Review Grantor Agreements and flag any necessary changes prior to signature
- Guide the development of sub-agreements if required per the grant agreement
- Review pre-award letters in certain instances (when a program is ready to start, but an agreement is going to take time)
- Ensure appropriate internal grants procedures are adhered to in recording a new grant, including the issuance of new grant codes
Post award stage
- Review and facilitate any necessary No-Cost and Cost Extensions, ensuring that No-Cost Extensions are verified and budget pipelines are available and appropriate to the context
- Ensure that any project amendments are appropriately processed and recorded within the grants tracking system and all relevant departments are informed of any change to an existing project
- Facilitate any flow-downs of project extensions to Sub-Grantees as necessary
Project close out
- Provide guidance during close out, including ensuring that final reports are submitted to grantor and all contractual compliance requirements are appropriately met
- Ensure that all capital assets procured under the grant are adequately disposed, per grantor requirements prior to project close-out
Other GCU duties
- Ensure that all required project reports are appropriately filed
- Facilitate general audit preparation as necessary
- Maintain and update Grants and Contracts tracking database to track any new grant, any changes to an existing grant, and any other modifications as required (including tracking project start and end dates, total award amounts vs. total project costs, and any cost-share required)
- Maintain GCU templates and forms and ensure that completed forms are appropriately filed
- Ensure filing guidelines are appropriately adhered to within the unit
- Support and provide boilerplate language for MoU’s sub-contracts, sub-agreements, and modifications
- Provide support with planning and creating a curriculum to train RI staff in grants and contracts management
- Other duties as assigned
Qualifications and Requirements:
This position demands a dynamic individual with a demonstrated ability to achieve results in a demanding and fast paced environment.
- Experience with USAID, DOS, UN, and other donor contracting.
- Experience reviewing grants and contracts in a relief and development industry context for compliance and in keeping with the goals and objectives of the projects.
- Experience with grant and management strategies and management in a similar environment
- Demonstrated ability to follow instructions and carefully review work for accuracy
- Excellent organization skills with the ability to prioritize multiple responsibilities and meet deadlines
- Strong representational skills and ability to serve as an effective liaison to donors, NGO partners, and the private sector
- Excellent writing skills
- Experience with budgeting and cost projections
- Ability to act independently to identify and analyze problems and recommend cost-effective solutions
- Strong computer skills and experience with Microsoft Office applications, especially Word, Excel, Access and Outlook
- BA degree in a related field, an MA degree is a plus
- Minimum five years of relevant Grants and Contracts managerial experience
