Job Summary / Responsibilities:


Responsible for supporting USAID-funded programs, working closely with project staff as well as with FHI 360 Accounting, Billing, and Contract Management Services. A pivotal team player responsible for managing development and maintenance of systems to track and manage the financial status of selected project activities. Detailed, organized, hard-working, solutions oriented team player sought.


Major Responsibilities:


Portfolio Management – Responsible for sub-set of projects in Economic Development and Livelihoods portfolio


  • Monitor and report on award, obligation, commitments, accruals and burn rates

  • Respond to senior management requests for department financial/contractual information.

  • Interpret and provide explanations for discrepancies and variations in data

  • Prepare ongoing projections of staff coverage across portfolio of projects.

Project Finance – Responsible for project level finance and transaction management


  • Work with senior Technical Director and Project Directors to develop and implement appropriate training and orientation for program and finance staff, both in Washington and in field offices.

  • Apply a thorough knowledge of financial management in coordinating and maintaining financial management systems by creating budgets, tracking expenditures, accruals, and obligations

  • Review subcontractor vouchers for accuracy and compliance with budgets & billing requirements for assigned projects.

  • Review field financial deliverables, including quarterly accruals and spot checking reports for assigned projects.

  • Analyze highly complex project operations and financial statements.

Compliance – Responsible for project and transaction level compliance


  • Review and determine compliance with USAID laws and regulations and FHI 360 policies.

  • Work with the Technical Director and Project Directors to manage audits and other issues that may arise in projects.

  • Serve as a resource to identify, accurately research, analyze and resolve complex problems & substantive issues.

  • Work with project directors to develop strong systems for task order reporting to USAID under global awards.

  • Review for accuracy and allowability and approve overseas Imprest reports for department projects;

Business Processes, Operations & Other – Work with staff and other departments to instill high level of quality operations


  • Train and mentor department staff to develop and strengthen necessary financial management skills.

  • Develop and maintain effective working relationships with consultants, management, and staff.

  • Manage documentation of complex issues and effectively articulate written conclusions

  • Other job related duties as assigned.

  • May require international travel

Qualifications:


  • Experience as a finance manager in a fast-paced environment, under pressure and within deadlines.

  • Bachelors in Accounting, Business, Economics, or Finance or equivalent education/work combination. Masters preferred.

  • 5+ years financial, accounting, and/or implementation experience including budgeting, cost analysis, financial management.

  • 5+ years of experience working with federal regulations and procedures. (USAID, CFR preferred)

  • High proficiency in the use of spreadsheets (Excel). Experience with Quickbooks preferred.

  • Experience multi-tasking a variety of financial duties by organizing and establishing priorities.

  • Must be able to read, write and speak fluent English.
