Job Summary/Background:
Provides technical and thought leadership in gender integration and IHD as part of CRS’s core competency of Justice and Peacebuilding Integration, serving as agency strategy lead for gender. Solutions are thorough, innovative, contribute to agency objectives, and are recognized by peers. Leads development and implementation of the CRS Global Gender and IHD Strategies, setting standards for gender responsive programming in specific development and humanitarian sectors.
Job Responsibilities:
Technical Support to Program and Proposal Development and Project Implementation
·Build a shared understanding in the agency community of practice on how to integrate gender into all stages of the project cycle.
·Lead technical design or reviews of large or strategic proposal, e.g., DFAPs, sections consistent with donor requirements for a gender analysis and gender integration strategy.
·Contribute to the implementation of large or strategic projects, e.g., DFAPs, by ensuring that they meet the standards of gender responsiveness.
Capacity Strengthening
·Build capacity of CRS and partner staff on using the IHD framework and gender responsive approaches in assessments, strategic planning processes and major proposals, e.g., DFAPs.
·Develop strategies and curricula to build CRS and partner staff capacity in applying participatory gender and IHD tools in strategic planning and all stages of the project cycle.
·Mentor regional and country program gender focal people as needed.
Strategy Implementation
·Lead agency gender community of practice in CRS Global Gender Strategy execution with technical support and capacity building to country programs.
·Lead agency strategy on IHD, focused on building understanding and capacity of CRS staff to apply IHD concepts in their work.
·Contribute to development and implementation of Signature Program Areas (SPA) strategies through inter-sectoral collaboration, cross-sectoral learning and integrated programming.
Knowledge Management and Monitoring, Evaluation, Accountability & Learning
·Capture and document innovative approaches used by CRS, partners and the broader PVO and donor communities for mainstreaming gender and applying IHD in programming
·Write publications that highlight best practices and innovations in CRS programs and emergency responses.
·Keep abreast of emerging issues in gender integration that can be incorporated into country, regional and global programming.
Resource Acquisition and External Engagement
·Prepare background documents for discussions with peer and donor organizations; contribute to legislative briefs; and represent the Agency to donors at the highest levels.
·Assist the country and regional technical staff with developing growth and donor engagement strategies for increasing the influence their programs.
·Advise and guide colleagues on how best to engage with CRS’ Church and other faith-based partners on issues related to gender-responsive programming.
Key Working Relationships:
Internal: PIQA technical staff in all sectors, Deputy Regional Directors for Program and Management Quality, Regional Technical Advisors, Country Representatives, Heads of Program and Operations, public donor liaisons and business development staff.
External:Other PVOs, InterAction, donors such as USAID, DFID, BMGF, CI and CIDSE agencies, World Bank, UN agencies, Universities and other INGOs.

Qualifications:
·8-15 years of experience in an advisory or management role, preferably with 5-7 years overseas in multiple regions, contributing to or managing livelihood security projects.
·PhD or equivalent degree (e.g., MD, DrPH, EdD) strongly preferred, or Master"s degree in sociology, anthropology, political science or related fields with significant experience.
·Multiple examples of technical and/or academic publications highly desirable.
·Familiarity with the development and use of gender analysis approaches, tools and strategies.
·Experience working with local partners and participatory methods for gender integration.
·Computer word processing, database management and data analysis skills.
·Experience with program monitoring including development of indicators, data collection tools and methodologies, data analysis, and data presentation.
·Track record of successful business development with proven ability of capturing public donor funding

Physical Requirements/Environment:
Normal conditions akin to office environment; based in Baltimore at CRS Headquarters; willingness and ability to travel extensively, up to 30% of the time
Foreign Language Required:
Fluency in English (FSI S/R 5). Professional proficiency in French, Spanish or Portuguese (FSI S/R 3).
Major Responsibilities of Position:
Multi-faceted technical support, training, mentoring and capacity building; project design, monitoring, evaluation and learning; livelihoods assessments, needs assessments; and proposal and report writing.
