• Working across Pact to ensure that Quality and Impact are central to everything that we do


• Playing a key role in new business acquisition from pre-positioning to submission


• Articulating Pact’s expertise externally.


Position Purpose


Reporting to the Sr. Program Manager for Capacity Development, the Technical Officer (TO) will work collaboratively with the Program Advancement team, other Pact departments, and country offices to design and manage high quality capacity development initiatives and proactively contribute to the development and implementation of Pact’s global capacity development agenda. The TO provides technical support to Pact’s capacity development activities, ensures vibrant knowledge sharing within Pact’s Capacity Development Community of Practice, and represents Pact’s competency in capacity development with key internal and external stakeholders.


Key Responsibilities


• Support country programs to deliver high quality capacity development initiatives through technical assistance, training, cross-fertilization, methodology development, documentation and collaboration


• Provide in-country and remote support to country programs including the development of e-Learning materials, training and facilitation modules, adaption of existing Pact materials, and mentoring


• Ensuring project intellectual capital is properly captured, filed and disseminated


• Collaborate with staff supporting health, governance, livelihoods, natural resource management, and access to markets to ensure integrated programming


• Stay abreast of and advance capacity development measurement methodologies and tools


• Support annual capacity development global indicator data collection, analysis, and reporting


• Ensure programs appropriately use measurement tools to measure change in capacity, performance, and networks and that programs use appropriate technology including Pact’s CapacitySolutionsPlatform.com


• Participate in project design and proposal review


• Serve as a technical writer on select proposals


• Represent Pact at conferences, agencies, internal and external meetings and other fora


• Support Capacity Development Team logistics, including sourcing consultants as required


• Cooperate and promote collaboration with Program Delivery, Opportunity Development, Grants & Contracts and other Pact teams


• Perform other related tasks as needed.


Basic Requirements


• BA + 6 years of experience or MA + 4 years of relevant experience


• Degree in international development, public policy, public health, education, or other relevant field


• 40% – 45% international travel and occasional domestic travel


• Strong facilitation, mentoring, coaching, training, presentation and content development skills


• Ability to translate technical information into practical guidance and tools and effectively communicate these using print, electronic and presentation media


• Sound networking and interpersonal skills; ability to work collaboratively and collegially in teams


• Experience in measuring capacity development initiatives including organizational, technical (sector specific), adaptive, and influencing capacities


• Demonstrated experience in program design and proposal development


• Ability to establish and sustain positive relationships with Pact staff, partners, donor organizations and peer organizations


Preferred Qualifications


• Fluency in a second language


• Experience working in an international environment for at least 4 years


• Familiarity with network mapping software


• Experience in publishing research and statistical analysis


• Strong knowledge in the public health, natural resource management, livelihoods, or governance sectors
