Reporting to the Senior Implementation Director, the Deputy Director, Implementation Unit provides high level strategic and management oversight of the development, implementation, and evaluation of HIV prevention, care and treatment activities for ICAP"s more complex and highly funded projects, activities and country portfolios.


This position is grant funded.

MAJOR ACCOUNTABILITIES:


  • Assists the SID in high-level management guidance to country directors, country representatives and project managers; guided by the SID, oversees and facilitates the creation, management and monitoring of the overarching program plans and strategies.

  • Develops and facilitates implementation of cost-efficient and effective strategies and functional program management systems to ensure programmatic objectives and targets are met; oversees the development and monitoring of work plans for activities associated with all ICAP-supported programs and activities.

  • Provides adequate direct supervision and oversight to a team of direct reports including Senior Project Officers and Project Officers and carry out requisite performance appraisals.

  • Serves as a Principle Investigator on select projects; leads the preparation of reports, and manuscripts and presents and/or publishes project-related data.

  • Establishes and maintains a strong and positive working relationship with principle investigators, donors, UN agencies and Government Officials at all ICAP supported countries; maintains regular communication with country programs and donors. Travels to country programs to assess implementation progress, troubleshoot barriers and evaluate quality of program implementation.

  • Supports the provision of technical assistance across ICAP supported programs to ensure the delivery of the highest quality of care; provides guidance in designing and conducting training workshops to enhance capacity of country teams for effective implementation of activities.

  • Ensures quality of quarterly and annual progress reports and documentation of best practices. Oversees the preparation of monthly, quarterly and annual reports; facilitates communication between NY-based leadership and senior staff and their counterparts in country programs.

  • Ensures training of country program staff on Columbia University"s Policies and Procedures, ICAP Standard Operating Procedures (SOPs), and the rules, policies and regulations of other sponsors and donors.

  • Liaises with ICAP-NY Human Resources to support the timely recruitment efforts of CU-hires, locally hired international staff and other senior-level country program staff.

  • Oversees the development of program budgets and budget modifications, and ensures monitoring of program expenditures in collaboration with ICAP-NY Finance; supports implementation staff awareness, understanding and critical review of financial reports; supports development of new activities and programs by contributing to the development of proposals in response to requests for applications.

  • Participates in the planning, development and implementation of cross unit, regional, and cross regional ICAP initiatives such as transition and organizational capacity building.

  • In collaboration with or in the absence of the SID, represents ICAP at internal higher-level strategic planning meetings and international meetings.

  • Serves as a resource for staff in understanding donor requirements, rules and regulations, operational and programmatic best practices, and operational and strategic program planning; fosters an environment of shared learning and collaboration among all team members at IU and other units.

  • Performs other related duties as assigned.

TRAVEL REQUIREMENTS:


  • Requires international travel of 6-12 trips per year with each trip lasting approximately 10-14 days.

EDUCATION


Minimum Degree Required: MD, PhD, EdD, or professional equivalent


EXPERIENCE, SKILLS & MINIMUM REQUIRED QUALIFICATIONS


  • Minimum ten (10) years of progressive experience in public health program development, project implementation and monitoring and evaluation in resource-limited settings.

  • Minimum of ten (10) years of direct supervisory experience supervising staff of technical professionals.

  • Minimum of ten (10) years of senior-level public health experience in HIV/AIDS or related public health programming.

  • Demonstrated experience working with U.S. government-funded international health assistance programs.

  • Demonstrated experience in the planning, management and monitoring of health and development programs, projects and budgets in complex operating environments.

  • Working knowledge of the rules and regulations associated with grants awarded by the U.S. Government and international multi-lateral organizations (e.g., GFATM and the UN System).

  • Excellent oral and written communication and interpersonal skills.

  • Demonstrated experience working independently with minimal supervision as well as in a team-based environment.

EXPERIENCE, SKILLS & PREFERRED QUALIFICATIONS


  • Foreign language proficiency in French, Portuguese or Russian.
