Utility Worker II/Trainee Rate: $18.15/Hourly
Utility Worker II Salary Range: $19.97 – $27.95/Hourly, DOQ
New employees will normally be hired at the first step of the salary range, depending on qualifications.
Special Note: Possession of a valid Arizona Commercial Driver License Class B or higher within six (6) months of employment. Candidate must possess ADEQ Grade I Wastewater Collections or Wastewater Treatment Certification at the time of hire and will be considered “Trainee” until ADEQ Grade II Wastewater Collections or Wastewater Treatment Certification is received. Incumbent works outdoors and is exposed to extreme temperatures. May require the use of a respirator. May be subject to call-back.
The ideal candidate will have an ADEQ Grade II or higher Wastewater Collection certification. They will be trustworthy, organized, reliable and self-motivated. They must be a team player who has the ability to multitask, accept direction well and be flexible. They should have adequate experience in sewer line cleaning and have the ability to work around sewage pumping stations.
The City reserves the right to consider only the most highly qualified applicants. The succeeding examination processes may be required: training and experience, testing, panel interview, fingerprint identification, employment eligibility verification (EEV) requirements, personnel evaluation profile (PEP), polygraph test, background investigation and alcohol/drug screening test. Lake Havasu City complies with the Drug Free Workplace Act of 1988 and Department of Transportation Drug Testing Program. Drug and alcohol testing is conducted under the authority of City policy and the Omnibus Transportation Employee Testing Act of 1991. Appointment subject to successful background investigation and City paid post-employment medical examination after offer of employment has been made.
Class Description:
Incumbent is responsible for performing journey level work in the wastewater division. Duties may include: performing installations, repairs and inspections on various equipment such as wastewater equipment and collection equipment; operating and performing maintenance on various light to heavy equipment; performing standard construction activities; and conducting daily inspections of various water, sewer and electrical equipment.
Education & Experience/Licensing & Training:
Education & Experience:
High School Diploma or General Education Development (G.E.D.) and three (3) years of experience working in area of assignment; or, an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job such as those listed below.
Licensing & Training:
- Valid Arizona Driver’s License of appropriate class.
- National Incident Management System (NIMS) training, based on assignment.
Positions require the following certifications depending on assignment as follows:
- Wastewater Division: Wastewater Collections or Treatment Grade II Certification.
Positions may also require one (1) or more of the following licenses depending on the area of assignment:
- Confined Space/Trenching and Shoring Certification.
- Closed Circuit Television Certification.
- Arizona Cross Connection Control Program Testing Certification.
- Valid Arizona Driver’s License with Commercial and/or Hazardous Materials Endorsement.
- Forklift Certification.
- Flagger’s Certification.
- Hazardous Materials Certification.
- NCCO Crane Operator Certification.
Essential Duties/Knowledge & Skills:

- Performs installation and repairs of various equipment relating to water and sewer equipment; locates sewer and water line infrastructure using mapping and electronic locating equipment; witnessing and performs water meter testing, calibration of meter test equipment; collects various raw and treated water quality samples for EPA and ADEQ compliance monitoring; maintains pumps, electric motors and gas engines.
- Tests, inspects, repairs and installs cross connection control devices (backflow assemblies), fire hydrants, fire lines, distribution system main line water valves, water meters, and water service lines from the water main to the edge of the property; flushing systems; conducts investigations on water usage and water leaks.
- Inspects and approves interceptor and grease traps.
- Operates and performs maintenance on various light to heavy equipment involved in the maintenance and operation of water and wastewater systems, service trucks, backhoes, cranes, front-end loaders, dump trucks, vactor units, tapping machines and TV trucks.
- Performs standard construction activities which include plumbing repairs, pipefitting, drywall repairs, painting, welding, fabrication, electrical work, excavating, grading, carpentry work, roofing and other such activities relating to construction trades.
- Conducts daily inspections of various water, wastewater and electrical equipment and station locations by assessing site conditions, recording various level indicators and meter readings, making proper system and equipment adjustments when necessary, inspecting and unlocking irrigation or water meters and backflow assemblies.
- Excavates and installs water and wastewater equipment utilizing shoring and tapping equipment.
- Performs maintenance activities on water or wastewater equipment such as repairs, lubricating, calibrating, and televising collection lines.
- Collects and verifies information from public, receives complaints from public and notifies public of work activities.
- Completes and maintains required records and reports and informs supervisor of problems with daily activities; maintains as-built drawings; reviews business licenses for industrial waste compliance; prepares work orders and cost estimates; maintains annual testing program and records of backflow program; corresponds with the public.
- Provides lead direction as needed to work-site crews.
- Interacts with the public during on-site work activities to include collecting and verifying information, receiving complaints and notifying the public of work activities.
- Operates and maintains motor vehicles or other work related equipment requiring a valid Arizona Driver’s License.
- Maintains regular attendance.
- Performs other duties of a similar nature or level.
