Stichting PSI-Europe (“PSI/Europe”) is an independent non-governmental organization, based in Amsterdam, the Netherlands, and is affiliated with the world’s leading network of non-profit social marketing organizations: Population Services International (PSI). The PSI network comprises local offices (‘members’) in more than 65 countries throughout Africa, Asia, Latin America and the Caribbean, and Eastern Europe. The PSI network is coordinated by PSI’s global headquarters in Washington DC, USA.
Working in partnership with the public and private sectors, and harnessing the power of the markets, PSI provides life-saving products, clinical services and behavior change communications (BCC) that empower the world’s most vulnerable populations to lead healthier lives. PSI’s principal working areas are Sexual and Reproductive Health and Rights (SRHR) including HIV, malaria prevention as well as maternal and child health. PSI also has a niche to deliver high-impact interventions in water, sanitation and hygiene (WASH) and nutrition in developing countries.

The number and value of Global Fund awards to PSI continues to increase, currently making up 40% of PSI’s revenue (2014). As of the end of 2014, PSI and its members are serving as Principal Recipients for Global Fund grants in 11 countries, and as Sub-Recipients in 16 countries.
In the context of the need for an excellent performance, compliance and successful relationships, the role of the Global Fund Support team is to facilitate, increase and improve coordination and communication between PSI’s global headquarters in Washington DC, PSI network member offices, and the Global Fund, while providing valuable support and guidance for the PSI network. The team’s core focus is to provide support in grant management, compliance, advocacy/relationship management and new business development, through a proximate and coordinated relationship with the PSI network and the Global Fund.
As a member of the PSI/Europe, Global Fund Support team, the Coordinator is responsible for a variety of activities, including, but not limited to; providing support to the PSI network throughout the grant cycle; contributing to the preparation and submission of funding proposals and; building and coordinating PSI’s network capacity; acting as the (operational) focal point for PSI/Europe’s Global Fund Support team and related administration. This position reports to the Manager, Global Fund Support. The position is ideally based in Washington DC, Amsterdam or Geneva. The position requires 20-30% travel.
RESPONSIBILITIES:


  • Provide direct operational support as a service for PSI staff/departments/platforms in context of grant applications and grant management

  • Assist (potential) PSI Principal Recipients in the production of new funding model (NFM) applications, through a coordinating role in the NFM grant making process; provision of NFM guidance and; management of a consultant roster in the context of PSI’s aspirational grant portfolio

  • Assist PSI network members in Global Fund grant management through creating and sharing tools; assisting navigation between PSI departments and PSI network members; providing technical and program management assistance, in the context of PSI’s active grant portfolio

  • Provide direct support for GF award-specific donor requests/submissions (eg. periodic reports and management letters) as required

  • Assure adequate tool development/maintenance and knowledge management to support country level applications for Global Fund/funding and management of Global Fund programs

  • Identification and dissemination of information with regards to Global Fund on best practices, lessons learned, and facilitate information exchange between PSI programs

  • Manage the presentation of GF tools and guidance (both internal and donor materials) on KIX

  • Provide support to the development of and roll out of training on GF policy, tools, systems, for staff based at PSI HQ and relevant field offices

  • Identify common issues and create and/or maintain PSI/Europe tools and guidance documenting critical learning (sourcing from “support desk” and direct support exposure)

  • Track all GF financial liabilities to PSI, in collaboration with Accounting Department and maintain the PSI-GF grants overview and GF pipeline bid tracker

SKILLS & QUALIFICATIONS:


  • Relevant graduate degree (MPH, MBA, etc) or commensurate experience

  • Significant experience managing programs and implementing in developing countries, including at least two years living and working in the field

  • Intimate appreciation of GFATM policies and program implementation (both pre- & post- NFM)

  • Strong eye for detail and ability to digest and organize complex data

  • Excellent communication skills, including (i) strong track record of producing quality documentation and (ii) experience of facilitating discussion between diverse stakeholders

  • Experience in the design and delivery of training for diverse audiences

  • Ability to deliver quality and timely results, even under pressure

  • Experience in audits, budgeting and production of financial reports

  • Native or bi-lingual proficiency in English and French required (ILR level 5)
