HIAS seeks a Director, Livelihoods & Workforce Development to oversee our expanding global livelihoods/workforce/asset-building programs. Livelihoods and self-sufficiency are key pathways to refugee integration and durable solutions. Displaced populations require access to vocational training, skills, jobs, markets, technology, financial services and products.
Working with the Associate Vice President for Global Programs, the Director will be responsible for managing and building the capacity of HIAS programs to reflect international best practices and standards and to apply cutting-edge, rights-based approaches to refugees’ access to livelihoods, assets, and financial empowerment. S/he will provide livelihoods technical direction, leadership and training to the country office teams on income generation activities, group savings and loans, revolving funds, vocational skills training and building/strengthening of small-scale businesses for beneficiaries. The Director, Livelihoods and Workforce Development will also coordinate closely with the AVP for Global Programs to ensure the implementation of innovative and quality programming and will identify program gaps and advise on the necessary steps to address them. S/he will ensure integration of programming with legal and psychosocial programs with an emphasis on capacity building.
Essential Functions:
- Guide and develop a global livelihoods strategy and support country programs to expand livelihoods and income-generating activities for HIAS beneficiaries.
- Ensure implementation of evidence-based programming that reinforces accountability and impact. Ensure that livelihood programming reinforces refugee needs and protection priorities – i.e. SGBV prevention and risk mitigation based on gender, age, disabilities and other vulnerabilities.
- Design and coordinate market assessments, conduct feasibility studies and supervise project start-up and operations.
- Provide remote and on-site technical support and assistance in program design, development, implementation, and monitoring and evaluation.
- Guided by a refugee and community-centric program strategy, develop a training curriculum for international staff and allow for learning platforms for program staff across regions.
- Inform HIAS’ advocacy work – locally and internationally – to ensure public policy and legal frameworks permit refugee freedom of movement and the right to work and access markets/assets in host countries (this may include land and water rights; inheritance; property ownership; access to credit and markets; education.)
- Coordinate with the M&E Technical Unit to ensure beneficiary impact measures and data-driven accountability and strategy to shape program direction.
- Contribute to or lead the development of concept notes and proposals addressing workforce and livelihoods development.
- Represent/lead HIAS on issues relating to asset building, workforce development, economic empowerment with community leaders, NGOs, UN agencies, local partners (public and private), and academic institutions.

Qualifications and Requirements:
- Professional experience demonstrating knowledge and familiarity with of public and private sector policies and their impact on rural and urban markets, enterprise development and livelihoods.
- Ability to conceptualize programmatic ideas and strategies, successfully implement new programs, and analyze program outcomes.
- Knowledge of and experience in working with and coordinating with international and national partner organizations.
- Oversee and ensure the successful implementation of programs, in adherence with international accountability standards.
- Excellent command of the most common methodologies to identify, assess and monitor livelihood activities, with proven record of achievements.
- Excellent analytical, organizational, and facilitation skills, as well as strong oral and written communication skills in English as well as Spanish and/or French.
- Must be able to work independently while being a strong team player with proven management and leadership skills.
- Graduate degree in Economics, Business or a social science field.
- Minimum five (5) years’ working experience with INGOs in the fields of livelihoods at management level with at least two (2) years’ experience engaging with refugees, asylum seekers, migrants and/or other vulnerable populations in economic strengthening interventions. Experience leading (multi-agency) Emergency Market Mapping and Analysis (EMMA) assessments.
- Full status to work in the United States and willingness to provide employment verification as required. Ability to travel 50% of the time.
