Description:**
The Program Acceleration Senior Technical Advisor of the LINKAGES Project will be responsible for leading an effort to accelerate and scale up high quality key population (sex workers, men who have sex with men, transgender persons and people who inject drugs) programming. This includes designing, coordinating and implementing the global acceleration effort through technical thought leadership, partnership development and global knowledge sharing.

Job Summary / Responsibilities:**
- Articulates a strategy and implementation for the program acceleration effort for Key Population service delivery;
- Leads the development of common minimum standards for key population programming that can be applied globally and develops a dissemination strategy for those standards/guidance;
- Provides technical assistance, guidance and capacity development for the acceleration teams efforts
- Manages teams of technical experts, consultants and partners to ensure cohesion of technical competence and strategic alignment across acceleration elements;
- In collaboration with other members of the technical teams, identify country programs that require technical support and respond appropriately;
- Creates opportunities to ensure that current HIV issues facing key populations are streamlined into programmatic responses through a variety of fora;
- As a member of the LINKAGES technical and other teams, facilitates cross-cutting communication with other relevant project units;
- Develops and nurtures a range of partnerships with civil society, the private sector, and other key partners by regularly meeting and consulting with all relevant agencies to share information and to stimulate joint design and implementation of interventions;
- Remains informed on current state-of-the-art programs in the HIV prevention, care and treatment field, especially with regard to key populations, through the review of literature and articles, and maintains links with other international bodies which specialize in HIV prevention, treatment and care; and
- Represents FHI 360 and the project in professional and public settings, and makes presentations at professional meetings and conferences.

Qualifications:**
- Master’s Degree or its International Equivalent
- At least 10 years specialized experience in providing technical assistance and capacity development in HIV prevention, care and treatment programs in resource-limited settings – preferably in generalized HIV epidemic scenarios with a focus on key populations, ideally with Key Population Non-Governmental Organizations (NGO).
- At least 5 years of management experience including working with NGOs.
- Experience with U.S. government contractual requirements and experience working in an international NGO/PVO environment desirable.
- Articulate, professional and able to communicate in a clear, positive manner with clients and staff.
- Must be able to read, write and speak fluent English; French/Portuguese language skills desirable.
Knowledge and Skills:
- Extensive experience in designing and implementing HIV prevention, care and treatment projects for key populations in developing countries facing the largest HIV burden.
- Extensive experience working with key populations including sex workers, men who have sex with men, transgender persons and people who inject drugs (preferably in generalized HIV epidemic scenarios across Africa).
- Strong working knowledge of the Bill &Melinda Gates Foundation supported- Avahan program.
- Proven matrix management skills
- Proven training and presentation skills
- Strong networking skills (especially with key population networks and UN agencies – notably WHO and UNAIDS)
- Excellent communication ( verbal and written) and adaptability skills
- Robust familiarity with the current scientific literature and evidence-informed HIV programming for key populations ( especially around stigma reduction within health care settings)
- Applied understanding of human rights based approaches
- Knowledge of implementation science, operations research and all kind of evaluations (process, outcome as well as impact)
- Sensitivity to cultural differences and understanding of the political and ethical issues surrounding HIV infection, especially as they pertain to key populations.
- Ability to manage teams, projects, consultants, and plan for the successful and timely implementation of programs.
- Ability to work well with other units and to develop and maintain compatibility among project staff, subcontractors, consultants, and recipients of assistance.
