Background/IRC Summary: This headquarters position will provide support for IRC’s US Programs business development efforts throughout its network of 26 offices in the United States.
Job Overview/Summary: Reporting to the Associate Director of Resource Acquisition & Management, the Program Officer works closely with the US Programs Regional and Technical Units to plan and coordinate USP’s response to public and private funding opportunities. This position requires close collaboration with field office, regional and technical unit staff, as well as grants and finance staff.
Major Responsibilities:
- Support the IRC US Programs Department processes to track, analyze and coordinate public and private business development opportunities
- Team-lead and write proposals for selected strategic opportunities, including proposals for donors such as the Office of Refugee Resettlement, the Department of Justice’s Office for Victims of Crime, and U.S. Citizenship and Immigration Services
- Prepare and consolidate budgets and budget narratives for strategic proposals
- Help streamline IRC US Programs business development processes to promote efficiency and support to field offices
- Monitor federal and state grant/contract opportunities and inform relevant regional and field office teams of prospective solicitations
- Conduct prospecting research on private foundation and corporation donors for selected program areas
- Provide qualitative feedback on proposal design to field writers to maximize final submission competitiveness and ensure adherence to donor guidelines
- Ensure IRC’s proposal review processes are adhered to and prepare and submit final federal proposal packages on Grants.gov and GrantSolutions
Help manage USP’s Business Development Consultant Roster, track USP’s Business Development Fund, coordinate Independent Consultant Agreements, and manage vendor invoices and payments
Track business development data, analyze trends, and prepare quarterly reports
Maintain federal grants calendar and other proposal tracking tools
Liaise with IRC Legal, Compliance, Human Resources and Finance units as necessary, to support proposal development

Requirements
- Bachelor’s Degree
- Minimum 3-5 years of progressive business development experience
- Prior proposal development and grants management experience
- Demonstrated writing skills
- Experience developing and reviewing programmatic budgets
- Proven ability to work effectively with multiple stakeholders in order to move proposals and projects forward
- Excellent communication skills
- Proven ability to work flexibly and to solve problems with appropriate input from relevant stakeholders
- Positive, forward looking and able to work well in a team oriented environment
