PRIMARY PURPOSE: This position is responsible for the accounting for all WSG field offices and specific donor-funded projects of the organization, particularly where Spanish is spoken. This position requires a high level of diplomatic skills in dealing with local World Council & WOCCU Services Group (WSG) project Managers and Accountants to ensure that all field accounting information is accurate, complete, and transmitted to World Council on a timely basis.


PRIMARY RESPONSIBILITIES: 1.


General Accounting Duties: Responsible for assisting with general accounting functions including — Preparing and processing journal entries for month-end and year-end accruals and reconciling accounts to the supporting documentation; Producing accurate financial reports for managers; Providing budget support for departments during the annual budget process; Providing supporting schedules for annual audit;2. Project & WSG Accounting Duties: Responsible for all aspects of accounting for donor & WSG projects including — Reviewing project submissions for accuracy and allowability, verifying foreign exchange rate calculations and recording expenditures into corporate accounting software; Researching applicable laws, donor guidelines, and internal policies to determine allowability and reasonableness of project expenditures; Producing periodic invoices and other forms per contract/donor specifications; Reviewing detailed general ledger reports for accuracy, reasonableness and compliance; Producing project-specific reports such as donor financial reports, management reports, and inventory schedules; Processing and maintaining monthly allowance schedules for project employees; Reconciling project advance accounts; Liaising with project field accountants; Developing and/or revising budgets for donor-funded activities according to donor requirements, internal financial policies and project managers specifications; Preparing project forecasts (life-of-project) to assist project management and for annual budget purposes.3. Donor Accounting Participates and collaborates in grant & contract proposal development. Prepares, submits and negotiates annual Negotiated Indirect Cost Rate with USAID. Prepares external financial reporting obligations, i.e., A-133 government grant audit. Oversees fiscal management of and financial reporting of grants and contracts as determined by USAID, OM circulars, federal guidelines, FAR, other donor requirements and private donations. Provides information and assistance to donor personnel on financial matters, as needed.4. Staff Management Provide oversight and guidance to World Council Project Accountants and WOCCU Services Group Office Accountants in the field.
