Scope:
Health is the IRC’s largest sector, with programs in 25 countries serving nearly 15 million people. Health program workers in the field are supported by a Health Unit comprised of health professionals with varied expertise and years of experience. The Health Unit provides technical support to primary health care and environmental health programs, and directly manages multi-country health programs. The IRC Health Unit is committed to a culture of leadership, innovation, partnership, and accountability to those we serve.
The IRC Health Unit has grown significantly over the last few years, from 20 staff in 2009 to 35 staff currently, with an annual budget of $6.28 million dollars and growing. The Health Unit receives direct funding from governments, multilateral organizations, foundations, and private donors. In addition the Health Unit provides funding to or has oversight of grants in country programs and other IRC departments.
Scope of Work: The Health Grants & Budget Manager will maintain quality grants management for a number of grants within IRC’s Health Technical Unit. Reporting to the Senior Grants and Operations Coordinator, this position will work closely with in-country and HQ grants staff, finance, and business development to ensure timely and accurate grant reporting, maintaining grant records, and coordinating new business development (including leading funding proposals). The Grants & Budget Manager, with the Health Unit’s Grants and Operations Coordinator, will also be responsible for tracking grant spending, developing spending plans, and managing internal disbursement of grant funding to country programs. This position will entail some limited field travel and logistical support for special projects.
RESPONSIBILITIES
Grants and Budget Management
- Develop and maintain an in-depth understanding of Health Unit grants, donor compliance, and budget conditions and status
- Review, track, and analyze expenditures for Health Unit grants
- Work in close collaboration with the Health Unit’s Senior Coordinator for Grants and Operations to harmonize TU-led grants as part of the Health Unit’s grants and funding portfolio
- Work with relevant Health Unit and HQ-based finance staff to ensure accuracy of grant financial reports, promptly identify and advise the Senior Coordinator, TU Director, and applicable grant leads on areas of concern
- Review and process sub-grants to country programs for Health Unit activities
- Manage and coordinate the approval of agreements, amendments, cost extensions and no-cost extensions for Health Unit grants
- In partnership with program technical staff, manage and contribute to the development of TU-led grant budget proposals ensuring donor and IRC compliance Utilize existing IRC standard grant management processes (OTIS, opening, review and closing grant meetings) and develop new tools or reporting formats to enhance grants management
- Work with other technical unit grants & budget managers to streamline and harmonize IRC processes
Donor Reporting and New Business
- Develop guidance, templates, and toolkits to ensure timely submission of narrative and financial donor reports
- Support Health Unit technical staff in the development of proposals for new development opportunities, including reviewing and contributing to concept notes, proposals and creating budgets
- Manage OTIS (Opportunity Tracking Information System) workflow for proposals, ongoing grants, agreements and amendments
- Assist in donor relations; participate in calls with select donors, represent Health Unit at donor meetings as required; and communicate relevant priorities to donors and internal business development and foundation relations units.
Other support for special projects and ongoing Health Unit initiatives
- Provide logistical assistance in the planning and execution of Health Unit workshops, meetings, and trainings
- Assist Health Unit members with development of external reports, web content, presentations and technical tools as needed
- Other duties as assigned
REQUIREMENTS:
- Bachelor’s Degree.
- 2 years of experience managing government and/or private grants
- Demonstrated experience developing proposals for public and private donors
- Excellent budget management skills including experience tracking expenses and developing spending plans
- Excellent organizational skills: the ability to multi-task, learn quickly, and work independently and productively in a fast-paced and detail-oriented environment
- Excellent interpersonal and communication skills: the ability to effectively liaise with and motivate a variety of people in a multi-cultural environment
- English fluency. French proficiency is a plus.
- Excellent computer skills: MS Word, Excel, and Desktop Publishing. Proficiency in Excel preferred.
