Reporting
This position is housed in the Cross-Functional Group (CFG), reporting to the Senior Associate for M&E. The position regularly interacts with the Education Division and collaborates with other members of the CFG. The incumbent may supervise some staff or consultants in select technical areas.
Primary Responsibilities
· Provide support to education proposals and reading projects in designing, establishing and implementing monitoring, evaluation and research systems and activities, including participation in program design sessions (prior to implementation) and technical assistance (during program implementation).
· Assist Creative education staff in the utilization of M&E tools within the division (i.e. indicator database, M&E guidance documents, survey templates, field M&E-interview question templates, theories of change, logic models, results framework, among others)
· Provide short-term technical assistance (STTA) to international reading projects as needed, including support for M&E system design, quantitative/qualitative methods, data collection and processing, and data analysis.
Required Skills & Qualifications
· Minimum of Master’s degree in social science research and evaluation in education (or equivalent academic concentration), international development or related field.
· A minimum of 6-8 years of experience in social science research and evaluation in education reading programs in international settings.
· Substantial experience in monitoring and evaluation of donor-funded programs (especially USAID programs) is essential.
· Demonstrated capacity in designing and implementing M&E systems for data collection, management and reporting and in the ability to guide others.
· Proficiency in data analysis tools such as SPSS, STATA, R, E-Views, ATLAS.ti, nvivo and ability to train/guide other in its use for data base development and analysis.
· Expertise designing and carrying out performance and impact evaluations, utilizing quantitative (from outcome to impact) and qualitative (i.e. focus group discussions) evaluation methodologies.
· Expertise is developing samples (e.g. power calculations, sampling methods).
· Experience with conducting field-based M&E capacity building.
· Ability to manage multiple proposals and projects at once while delivering on a deadline.
· Superior communications skills—verbal, written, analytical; and,
· Strong interpersonal skills.
Desired Skills & Qualifications
· Prior experience in at least one of Creative’s other core lines of business: democratic transitions, stabilization, agriculture, youth, and economic growth.
· Experience with technology for M&E (mobile data collection, web-based reporting).
