The
Georgia Department of Public Health is seeking a highly qualified
candidate for the position of Budget Analyst in the Division of Finance,
Office of Budget Services Section/Office.
JOB DESCRIPTION:
Under
limited supervision, develops, prepares, analyzes, and/or revises large
or complex budgets and supporting schedules for assigned organizations
or program areas. Performs review and analysis of budget program and
policy issues, analyzes financial trends or proposed legislation, and
recommends appropriate courses of action to management.
1. Performs job responsibilities with minimal supervision
2. Serves as job expert or organization resource in assigned areas
3. Analyzes agency budgeting and accounting reports/requests to maintain expenditure controls
4. Analyzes or develops policy and budget-related initiatives and makes recommendations based on analysis
5. Assesses financial data to determine the resources required to implement a program, or to analyze trends
6. Examines budget estimates for completeness, accuracy, and conformance with procedures and regulations
7. May produce comprehensive analytical reports
8. May serve as budget expert for agency or multiple programs and develop reports for agency, OPB or other government entities
9. Oversees or facilitates budget preparation, auditing, records management and related operations
10. Prepares budget amendments
11. Represents assigned budget areas to legislature
12.
Requests budgetary codes, track physical inventory or record/audit
expenses, or document use of funds and adherence to budget allocations
13. Reviews, interprets and writes policies and procedures associated with budget and other financial matters
MINIMUM QUALIFICATIONS:
Bachelors
degree in public administration, business administration, accounting,
finance and related areas AND Two years of fiscal analysis experience OR
Associate degree from an accredited college or university in public
administration, HR03102-S business administration, accounting, finance
or related fields AND Four years of fiscal analysis experience OR Two
years of experience at the lower level or at an equivalent position
Or
PREFERRED QUALIFICATIONS:
Preference will be given to applicants who in addition to meeting the entry qualifications possess 3 or more of the following:
Ability to interpret and explain reports, to frame issues, perform research, analyze data and organize
information.
Knowledge of budget development and legislative processes.
Knowledge of techniques used in collection, review and presentation of data.
Knowledge of expenditure trends, program purposes and results.
Knowledge of financial systems, classes, fund sources, accounts and spending flexibility parameters.
Prior experience with Team Works, BudgetNet, and Budget Tools
Ability to strategize and forecast.
Prior experience with MicroSoft Excel (pivot tables, vlook-up, etc) and MicroSoft PowerPoint
(presentations)
Demonstrated ability to perform expenditure projections and trend analysis
