Public Information Officer - P4 - 2015


This vacancy is located in the Office for the Coordination of Humanitarian Affairs (New York). This position heads the Campigns Unit and the incumbent reports to the Chief of the Strategic Communication Section.


RESPONSIBILITIES


Within delegated authority, the Public Information Officer will be responsible for the following duties:


* Heads OCHA’s Campaigns Unit including responsibility over OCHA campaign strategy, products and development.


* Takes the lead in strategy, planning, development and implementation of large, complex communications campaigns (e.g. global promotion initiatives, public information programmes for a region, broad-reaching subject-specific issues, etc.); where appropriate, works with departments, funds and agencies to develop ways to implement campaigns system-wide and to incorporate the campaign message and themes into all relevant events and products.


* Takes the lead in major advocacy projects involving outreach and developing partnerships with the creative community including music, advertising, marketing and PR professionals.


* Undertake activities to promote converage on traditional and social media (e.g. high level mission coverage, and other special activities) of priority issues and/or major events.


* Prepares or oversees preparation of a diverse range of information communications products in support of major campaign initiatives; monitors current events and trends for potential campaigns.


* Provides advice and expertise to managers, senior officers and other public information staff on a range of public affairs issues, methods, and approaches; anticipates and resolves communications/public relations issues/problems.


* Develops strategic partnerships with key constituencies to elicit support for and maximize impact of promotional objectives. * Builds information networks; plans and oversees maintenance of publicly accessible information materials on the United Nations; plans and develops outreach activities.


* Assists in the day-to-day operation of the unit to include participating in coordination of substantive and administrative activities of the unit, interpreting and disseminating policy, providing procedural advice, improving reporting systems, handling operational and administrative queries, preparing budget submissions, establishing and/or coordinating training programmes and monitoring and evaluating results.

REQUIREMENTS


Experience:


A minimum of seven years of progressively responsible experience in public information, journalism, international relations, public administration, communications, advertising, cause related campaigning or related area. Experience in leading global advocacy campaigns and developing partnerships with the creative community including music, advertising, marketing and PR professionals is required. Experience with online campaigns and developing strategies for traditional and social media is required. Fundraising experience is desirable.


Education:


Advanced university degree (Master’s degree or equivalent) in communication, journalism, international relations, public administration, marketing , public affairs/public relations or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. 3 P.315 (11-12) Languages: English and French are the working languages of the United Nations Secretariat. For the post advertised, fluency in English is required. Knowledge of another UN official language is an advantage.
