Project Description:


The mSTAR project is a strategic investment by USAID to advance digital solutions and close the gaps that hold back access and uptake of digital technology. The project supports broad-based coordinated action by a range of market stakeholders — including governments, donors, mobile service providers, and their customers.


The Technical Officer, Design, Monitoring, & Evaluation Specialist will play a lead role in the design and implementation of a comprehensive monitoring and evaluation plan for the Digital Development team at USAID and the mSTAR project. He/she shall also help develop key indicators related to digital finance, digital inclusion, and mobile data that are relevant to capturing the Digital Development team’s global work in these sectors. The M&E Specialist will also play a lead role in the transition to a web-based M&E system.


Job Summary / Responsibilities:


M&E Technical Support to USAID Digital Development Team


  • Lead process of creating theories of change and results frameworks for Digital Development team.

  • Establish and support routine M&E systems to support tracking of program activities, progress, and performance.

  • Improve programmatic monitoring efforts through the collection of and reporting on data from activities that the Digital Development team implements and funds.

  • Review and design M&E tools for reporting formats and data collection.

  • Train Digital Development team staff in the use of M&E systems and tools as needed.

  • Facilitate the sharing of lessons learned from the Digital Development team’s activities.

  • Advise USAID staff on collecting and organizing data for internal reporting requirements.

  • Manage transition to a web-based data collection and M&E software.

  • Exercise initiative to resolve complex non-routine matters. Implement and manage project schedules, plans, and goals under the indirect supervision of more senior staff. Analyze issues to reconcile and resolve problems, often while working with other stakeholders and team members. Apply knowledge and experience of general operations and project procedures.

  • Work closely with team members both at USAID and FHI 360 to ensure successful implementation of a complex operational project; clear communications, ability to work well with a team are key.

  • Update mSTAR PMP and indicators as needed

  • Track and report on mSTAR indicators for quarterly and annual reports

  • Provide technical assistance to review M&E-related data and reports from mSTAR’s subcontractors globally

  • Contribute to other program deliverables as needed

Qualifications:


• Bachelor’s Degree or its International Equivalent – Economics, Education, Environment, Health, Human Development, Information Science, International Development, Social Sciences or Related Field.
• Typically requires 8+ years of managing data collection and technical assistance experience.
• Proficiency with database management software and on-line search tools required.
• Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.
• Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.
• Must be able to read, write, and speak fluent English.
• Prior work experience in a non-governmental organization (NGO), government agency, or private company.
