International Business & Technical Consultants, Inc. (IBTCI), a U.S. based international development consulting company established in 1987, has worked in over eighty-five countries and has implemented over one hundred and fifty projects. IBTCI has served governments, private sector companies and several donor agencies in the practice area of Monitoring & Evaluation (M&E) across many sectors including education, health, economic growth and democracy & governance.


POSITION SUMMARY


IBTCI is currently seeking an international recruiter responsible for timely, full-cycle recruiting for proposals and projects, with a focus on strategic recruitment positioning for IBTCI’s new business and active programs. The recruiter will work closely with technical and new business teams at IBTCI to find the best possible personnel that are compliant with donor and IBTCI policies and procedures for proposals and projects. This will be achieved through the Specialist’s recruitment networks but also by employing traditional sourcing strategies and resources and developing new, creative recruiting ideas.


Responsibilities will include but not limited to writing job descriptions; sourcing, screening, vetting, shortlisting and negotiating salaries for candidates and contributing to related personnel requirements for new business proposals


This position will be based in IBTCI’s Home Office located in Vienna, VA.


ROLE AND RESPONSIBILITIES


· Conduct multiple recruitments for positions identified on proposals and projects, as well as full-time headquarters employees.


· Leveraging experience, networks, internal and external recruitment resources, undertake full life cycle recruiting including position description development (in conjunction with hiring managers) sourcing, advertising, screening, interviewing/ vetting, candidate tracking, shortlisting.


· Develop relationships with industry professionals including attending industry networking and career events to proactively recruit candidates.


· Prepare succinct CVs and bio-sketches and staffing tables for candidate presentation at the proposal or project level


· Edits/reworks CVs to highlight relevant skills and experience of specialists proposed on bids and for projects


· Assist in process improvements including recruitment tools, templates, procedures and policies for improved recruitment effectiveness and efficiency


· Assist in updating the corporate recruitment tracker particularly insuring it agrees with jobs posted on IBTCI career page and external sites


· Coach and advise IBTCI staff engaged in recruitment activities Help maintain IBTCI recruitment system including generating new consultants to our database


· Assist recruitment team promote a culture of purpose and excellence in recruiting with the recruitment team and among other staff


· Other duties as required


QUALIFICATIONS


· Bachelor’s degree required;


· A minimum of 3 years of international development recruitment experience particularly for USAID and State Department projects.


· Recruitment experience in one or more of IBTCI’s business lines (M&E, evaluation, gender, knowledge management or capacity building) highly preferred


· Demonstrated experience in overseeing multiple simultaneous recruits and managing the entire recruitment cycle


· Ability to prioritize and communicate clearly and professionally with internal clients and external candidates, both verbally and in writing


· Excellent interpersonal and time management skills and ability to work effectively with diverse teams and handle many tasks simultaneously, often with tight deadlines


· Experience with e-recruitment systems or applicant tracking systems


· Knowledge of United States Government recruitment compliance issues


· High level of proficiency with Microsoft Office applications and databases


· Fluent in English


· Must be authorized to work in the United States. Visa sponsorship is not available for this position.


· Strong knowledge of local and regional talent market with an established network that can be leveraged in support of assigned recruitment tasks
