Technical Director – HIV and AIDS and Tuberculosis - 2015

As the Technical Director for HIV/AIDS and Tuberculosis, you will play a key leadership role in World Vision International to develop and implement a new strategy to meet the challenge of ending AIDS by 2030. You will engage with all the WVI Regional Leaders and health and HIV/AIDS Technical Advisors as well as with external partners at a global level to ensure the most relevant and focused strategy that will involve communities, partners and key populations to bring about the vision of an AIDS-Free Generation. You will guide and coordinate programming for life-saving prevention, care and treatment services; including HIV-TB integration and community systems strengthening that will benefit one million children and their families and your leadership will leverage the reach of World Vision programmes and build on the success of the HIV and AIDS Hope Initiative in more than 20 countries

RESPONSIBILITIES INCLUDE:


  • Provide strategic and technical leadership in HIV & AIDS and tuberculosis programming, policies, procedures, guidelines, tools and standards.

  • Support Regional and National Offices by actively participating in strategy development, scale up planning, program reviews/evaluations and capacity building initiatives related to HIV & AIDS to ensure high quality program implementation.

  • Coordinate HIV&AIDS SMEs accreditation and orientation through Global Technical Resource Network.

  • Champion the implementation of HIV project models including C-PMTCT and expanded Prevention Model for Children and Youth, aligned with HIV&AIDS strategy and DADDS.

  • Coordinate and implement a plan to increase resources for HIV and AIDS, including donor research, and leadership and support for major grant proposals in close coordination with Support Offices, the Global Fund Unit and HIV in Emergencies team.

  • Represent World Vision with high level technical stakeholders on HIV & AIDS (UNAIDS, WHO, UNICEF, etc). Support policy and advocacy initiatives working closely with Child Health Now and other Advocacy and Justice for Children colleagues.

  • Lead and Manage the HIV and AIDS Interest Group of the Health COP.

REQUIRED SKILLS INCLUDE:


Required:


  • Postgraduate degree in Public Health with a focus on HIV and AIDS, global health and/or infectious diseases.

  • At least ten years of experience in the design and implementation of HIV & AIDS programming in resource poor contexts, with specific experience in PMTCT, comprehensive HIV prevention programming, HIV/TB integration and multi-sectoral approaches.

  • Significant understanding of planning, monitoring and evaluation tools and standards used by international humanitarian agencies and major donors.

  • Experience in resource development, grant preparation, and proposal writing for major donors.

  • Excellent communication skills, both oral and written, in English and the ability to communicate cross-culturally and be sensitive to other cultures. Through their communications, the candidate must be able to explain, present, persuade and influence a wide variety of stakeholders including executives, institutional and private donors, and national and front line staff.

  • A minimum of 5 years field-based experience.

  • Demonstrated ability to lead through networks, build consensus, and mentor other leaders across a broad range of professional disciplines.

  • Extensive experience in and be an active member of international coalitions and multi-agency forums, have established network of partners in Interfaith, HIV and AIDS international NGOs, as well as bi-lateral and multi-lateral donors eg. GFATM and PEPFAR.

  • Fluency in French or Spanish is a plus.

Preferred:


  • Skilled in technical writing on health topics, including funding proposals, project evaluations, technical guidance, research papers and abstracts.

  • Proven ability to work towards integration through collaboration and vision sharing with other sectoral leaders; able to advocate internally to build on the gains reached by the Hope Initiative while developing momentum and support for HIV&AIDS across the organization as a means for achieving our child well-being targets.

  • Extensive training and facilitation skills

  • High level conceptual and analytical skills; able to develop position papers and to communicate ideas with staff and external partners at various levels (from local to international level).

  • Experience and expertise in tuberculosis prevention and treatment programming, other health programming (maternal-child health, malaria) is a plus.

  • Persons living with HIV are welcome to apply and are an asset for this role.
