Project Description:


This position is based in SED Business Unit and will support several departments, including: Youth, Environment, and TechLab. More than half of the workload is to provide financial management for the USAID-funded Youth Power IDIQ, as well as related task orders (TO). Specific tasks include preparation of project, G & A, and proposal budgets, pipelines, LOE analysis, and funder financial reports, as well as monitoring overall financial health of project and working with technical staff to understand project activities and impact on project finances. In addition, this role will support subcontract and grant activities, including: pre-award assessments, review of sub budgets, invoice payments, compliance and monitoring. Other duties may include: as-needed support of BU Business Manager, review of detail transactions, cost allocation, running financial data/reports from financial system, review of field accounting and staff expense reports, producing additional financial analyses, entering or approving procurements in CostPoint, and potentially representing the BU on FHI 360-wide committees or task forces.


Job Summary / Responsibilities:


  • Manages, prepares, administers and directs the control of the budget.

  • Reviews and analyzes monthly financial reports regarding budgets- actual and forecast.

  • Participates and provides financial reporting for annual budget planning, audit reviews and assessments.

  • Manages the activities of the financial analyst staff.

  • Builds and trains staff on financial policies and procedures, GAAP practices and client relationships.

  • Provides and reviews recommendations for financial planning and control, providing relevant fiscal information to executive or senior management team.

  • Assists with development and management of internal financial audits.

  • May develop formal reporting system to communicate results of audit activities to management and regulatory compliance agencies.

  • Provides leadership and technical guidance for compliance with Generally Accepted Accounting Procedures (GAAP). Knowledge of Cost Accounting Standards (CAS) and Federal Acquisition Regulations (FAR) may also be required.

  • Experience in comprehensive management of business support and compliance functions in organizations funded via government, contracts and grants, foundation, and commercial sources.

  • Duties require broad conceptual judgment, initiative and ability to deal with a wide range of finance issues.

  • Works with confidential data, which if disclosed, might have significant internal and / or external effect.

  • Performs other duties as assigned.

Qualifications:


  • Bachelor"s Degree or its International Equivalent – Finance, Business Administration, Accounting or Related Field.

    Minimum of 5-8 years related work experience, including 3 years in management and 3 years working at the corporate or organization level.

  • Experience with performing financial management for IQC, IDIQ, or other task order mechanisms strongly desired.

  • Understanding of or experience with level-of-effort contracts desired.

  • Past experience managing a financial analysis department is required.

    Must be able to read, write and speak fluent English; fluent in host country language as appropriate.

  • Prior work in a non-governmental organization (NGO).

  • Experience working with an international organization.

  • CPA Certification preferred.
