Description:


The Food and Nutrition Technical Assistance Project (FANTA) improves nutrition and food security policy, strategy and programming, and provides technical support to USAID and its partners, including host country governments, international organizations and NGO implementing partners. Focus areas for technical assistance include: maternal and child health and nutrition, HIV and other infectious diseases, community-based nutrition programs and interventions, food security and livelihood strengthening, and emergency and reconstruction. FANTA develops and adapts approaches to support the design and quality implementation of field programs, while building on field experience to improve and expand the evidence base, methods, and global standards for nutrition and food security programming. The project, funded by USAID, is a five-year cooperative agreement.


Job Summary / Responsibilities:


The Survey Statistician works with the Survey Methods Advisor, the Deputy Director for Global Leadership, and the Global Leadership Team to provide a broad range of technical guidance related to the monitoring and evaluation (M&E) of USAID-supported nutrition, food security, and HIV programs. In particular, the Survey Methods Specialist supports activities sponsored by the USAID Office of Food for Peace (USAID/FFP) and the USAID Bureau of Food Security (USAID/BFS).


  • Lead the drafting of an updated FANTA Sampling Guide for Population-Based Surveys in support of USAID/BFS baseline, midterm and final evaluations of Feed the Future (FTF) Implementing Mechanisms (IMs)

  • Oversee the development of an online sample size calculator to accompany the updated FANTA Sampling Guide for Population-Based Surveys in support of USAID/BFS baseline, midterm and final evaluations of FTF IMs

  • Oversee the development of an online sample size calculator to accompany the FANTA Sampling Guide for Beneficiary-Based Surveys in support of annual monitoring undertaken by USAID/BFS FTF IMs and USAID/FFP Development Food Assistance Projects (DFAPs)

  • Oversee the production of dual frame indicator estimates and their associated confidence intervals for the joint USAID FTF/FFP Zone of Influence (ZOI) in Guatemala

  • Contribute to the development of presentations, tools and guidance materials on M&E topics; and participate in the delivery of the FANTA M&E in-country workshops on an annual basis

  • Assist the Survey Methods Advisor in providing technical assistance to USAID/FFP in Washington for the management and oversight of the contractor(s) hired to carry out baseline and final evaluation studies of the FFP Development Food Assistance Projects. In particular, review and provide technical comments on the FFP baseline and final evaluation study deliverables (including sampling plans, field procedure manuals, quantitative survey questionnaire instruments, qualitative study protocols, enumerator training materials, data treatment and analysis plans, and evaluation study reports) submitted by the USAID/FFP contractor(s)

  • Assist the Survey Methods Advisor in the management of a third party evaluation team conducting the qualitative final performance evaluation of three FFP Development Food Assistance Projects in Bangladesh. In particular, assist in the review of all deliverables submitted by the evaluation firm (including the qualitative methodology plan, the qualitative data collection instruments and the final evaluation report).

  • Assist the Survey Methods Advisor in providing follow-up technical assistance to users of the FANTA Sampling Guide for Beneficiary-Based Surveys in support of annual monitoring undertaken by USAID/BFS FTF IMs and USAID/FFP projects

  • Contribute to the technical reviews of FFP Development Food Assistance Project M&E documents submitted to FFP by NGO implementing partners – including theory of change diagrams and narratives, log-frames, indicator performance tracking tables (IPTTs), evaluation study plans and evaluation study reports. Provide general technical support to FFP as well as to other FANTA staff members on technical inputs to FFP.

  • Serve as a resource person within the project for sampling, monitoring and evaluation, and data collection issues; share key information and updates with other technical staff; and coordinate with the FANTA Survey Methods Advisor and the FANTA M&E team, as appropriate

  • Review and provide technical input into FANTA research protocols, as requested

  • Contribute to the development of Project Annual Work Plans (particularly technical sections that address critical issues) and the design, execution, analysis, and reporting of activities. Contribute to annual and evaluation reports of FANTA project progress, as required

  • Carry out other job-related tasks as assigned by the Project Director, Deputy Director for Global Leadership, and the Survey Methods Advisor.

  • Ability to travel up to 30% of the time.

Qualifications:


  • Master’s degree and at least 10 years of relevant work experience or a PhD degree and at least 5 years of relevant work experience.

  • Advanced degree in statistics, epidemiology, demography, applied mathematics, evaluation research, economics, geography, sociology, anthropology, or other related field.

  • Training in survey sampling and/or quantitative survey methods required.

  • Training in qualitative research using focus groups and in-depth interviews considered an asset.

  • Experience with mixed methods research and evaluation, including survey sampling methods, quantitative and qualitative program evaluation, and field experience collecting data in a resource-constrained environment.

  • Experience with USAID projects, including USAID FFP Development Food Assistance Projects (formerly known as FFP Title II Food Security programs), highly desirable.

  • Expertise in carrying out quantitative, population-based household surveys, including the selection of a probability-based sample, the development of protocols for data collection, and the use of appropriate analytic methods to account for complex sampling designs.

  • Expertise in carrying out qualitative research, including the use of focus groups and in-depth interviews in a developing country setting considered an asset

  • Demonstrated organizational and interpersonal skills. Ability to facilitate professional relationships and interact effectively with clients, colleagues and counterparts including representatives from USAID, host country government, team members, implementing partners, research institutions, and other technical organizations

  • Ability to work in a multi-cultural team consisting of people with different technical backgrounds, and with people with varying levels of technical training.

  • Ability to work with others to translate technical materials into practical tools and approaches and be able to communicate these options using print, electronic and presentation services.

  • Superior presentation skills, both written and oral. Samples of writing will be required.

  • Facility with computing environments, including statistical software programs such as SAS, Stata, SPSS, Epi-Info and/or CSPRO.

  • Facility with qualitative analysis programs such as Atlas and/or NVivo considered an asset.

  • English fluency is essential; French, Spanish, or Portuguese ability preferred.
