Description:
Linkages Across the Continuum of HIV Services for Key Populations Affected by HIV (LINKAGES), is a USAID-funded cooperative agreement under the President’s Emergency Plan for AIDS Relief (PEPFAR) program. LINKAGES is implemented by FHI 360 in partnership with Pact, IntraHealth International and the University of North Carolina at Chapel Hill, and conducts a range of activities to reduce HIV transmission among key populations (KP) — sex workers, men who have sex with men, transgender persons and people who inject drugs — and improve their enrollment and retention in care and treatment across the HIV cascade. LINKAGES will accelerate the ability of governments, key population leaders, organizations working with key populations, and private-sector providers to plan and implement services that reduce HIV transmission among key populations and their sexual partners and extend the lives of those already living with HIV.
The Contracts Specialist is primarily responsible for managing the administrative processes for grant administration for the LINKAGES project from pre-award to agreement close-out. The Contract Specialist will work in partnership with Grant and Contracting Officers and other staff to efficiently operate and maintain an effective contracts portfolio management system. The Contract Specialist will perform specialized tasks from pre-award to close-out as assigned by the Deputy Director Program Management. These tasks may include a wide variety of discrete transactions occurring at various stages of the d sub-award process. The Contract Specialist will provide informed interpretation, often in consultation with Contract Management Services, of fundamental regulations and standard contract requirements. This position will report to the Deputy Director, Program Management.

Job Summary / Responsibilities:
- Conducting or reviewing pre-award assessments to ensure that the organization has the organizational capacity or is able to acquire the necessary capacity to successfully perform and meet obligations
- Ensuring compliance with donor (USG and non-USG) rules and regulations
- Ensuring compliance with FHI 360 policies and procedures related to sub-award management
- Standardizing administrative procedures for efficient sub-award management
- Assuring completeness of sub-award documents, including modifications, for review and execution by Contract Management Services (CMS) Department
- Assuring completeness of consultant agreements, including modifications, for review and execution by Contract Management Services (CMS) Department
- Developing/Maintaining a system to track sub-awards through development, review, approval, implementation, and close-out
- Preparing management reports related to LINKAGES sub-awards, as requested and/or required
- Fostering and maintaining collaborative, respectful relationships with FHI 360’s regional and country office staff, LINKAGES colleagues, and CMS counterparts
- Serving as a primary point of contact for LINKAGES technical and operations staff with questions on contractual issues or transactions, consulting CMS as necessary
Qualifications:
- Bachelor’s Degree or its International Equivalent – Business Administration, Legal Studies or Related Field.
- Minimum of 4 years’ professional work experience with at least 2 yrs. In a contracting position either in the Federal Government or a Non-governmental Organization (NGO).
- Advanced (above intermediate) knowledge of donor (USG and non-USG) rules and regulations applicable to sponsored projects.
- Advanced understanding of contracting concepts and principles.
- Effective oral and written communication skills.
- Strong organizational skills and project management skills.
- Manage a variety of activities and pay close attention to detail.
- Proficiency in word processing, spreadsheets, and Internet capabilities.
- Read, write and speak English. Fluency in a foreign language is desired.
- Ability to work independently and prioritize tasks.
- Ability to interact professionally in culturally diverse settings.
- Ability to research and interpret information to respond to inquiries.
- Expertise in USG acquisition and assistance processes.
- Experience working in a not-for-profit or non- governmental organization.
- Experience working with international donors.
