Description:


FHI 360 is seeking applications from qualified candidates for the position of Deputy Director for the USAID-supported Mobile Solutions Technical Assistance and Research Program (mSTAR). The Deputy Director will support the Project Director in providing management and technical oversight to ensure effective and efficient project implementation. The Deputy Director will support management of both internal and external facing responsibilities, ranging from client and project management (business development, framing of key approaches, high-quality client delivery, written products) to administration (finance, contracts and grants, reporting), and human capital (HR/recruiting, mentoring, career progression). The Deputy Director will also ensure the delivery of quality services in a timely manner and will be responsible for ensuring rigorous management systems are in place such that that the Project Director receives the information required to assure compliance with these systems. Finally, the Deputy Director will partner with the Project Director to chart the project’s future growth and strategic response to demand for the project’s expertise and services. Overall this position presents a tremendous opportunity to play a crucial role in ensuring one of USAID’s most innovative projects succeeds managing a fascinating diversity of projects around the world.


Job Summary / Responsibilities:


  • Serves as an aide to the Project Director, provides guidance, strategic support, and quality control to operational teams

  • Acts on behalf of the Project Director as requested

  • Works closely with the Project Director to ensure responsiveness to clients

  • Manages directly or through delegation the complex day-to-day operations of program/technical support ensuring that key and necessary functions for the project and partners (deliverables, financial controls, reporting, human resource actions, etc.) are being carried out accurately, are of excellent quality, within budget and produced on a timely basis

  • Supervises program staff to achieve deliverables and overall excellence in accordance with their respective professional development goals and demonstrated competencies

  • Contributes to project concept development for both public and private donors

  • Provides support for new activities including scope of work production, budget development, and staff/consultant recruiting

  • Identifies need for and provides regular training for new staff and team leaders

  • Leads operational teams in the identification and articulation of problems resolved, results obtained, and lessons learned

  • Contributes to building and maintaining strong working relationships across departments, groups and sectors

  • Builds and maintains strong collaborations with Country and Regional Offices as appropriate and necessary

  • Partners with Enterprise Service units – including Information Solutions & Services, Finance, Human Resources, Contract Management Services, Regulatory Affairs & Quality Assurance

  • Assesses staffing needs regularly to ensure highest quality of service while maintaining cost-efficient operations

  • Develops and updates project pipeline and forecasts In partnership with the mSTAR project’s Finance Manager

  • Manages, directly or through delegation, staff level of effort (LOE) for the project

  • Manages relationships with client and partner stakeholders

  • Supervises 2-4 junior staff

  • Performs other job-related duties as assigned

  • Effective strategic planning, program evaluation and project management skills

  • Ability to analyze and establish effective and supportive cross-program coordination, organizational procedures, and management systems

  • Oversight experience of budgeting, financial management, and USAID policies and procedures

  • Demonstrated public relations and diplomacy skills

  • Excellent oral and written communication skills

  • Strong consultative and negotiation skills

  • Strong critical thinking and problem solving skills

  • Ability to plan, organize, and manage diverse resources for successful completion of projects

  • Ability to build positive working relationships with donor or partner representatives

  • Strong interpersonal communication skills

Qualifications:


  • Successful candidates in this role typically have 12+ years of work experience. A minimum of 5 years of experience with developing international programs and overseeing projects is required.

  • Demonstrated experience in multi-sector project management and implementation

  • Highly proficient with the main Microsoft Office programs (Word, Excel, PowerPoint, Outlook)

  • Project Management Professional (PMP) or equivalent experience

  • Must be able to read, write, and speak fluent English

  • Experience with ICT4D programs is highly preferable

  • Experience serving in a mid or senior project management role for a project in a developing country

Travel Requirements:


  • 10%-20%

Education Requirements


  • Bachelor"s Degree or its International equivalent in International Development, Human Development or a related field is required.

  • Master’s Degree or its international equivalent preferred.

  • Certification in project management

  • Qualification in Project Cycle Management and/or Monitoring & Evaluation

Or an equivalent combination of relevant education and/or experience sufficient to successfully perform the key responsibilities of the job.
