The Senior Results Specialist is responsible for supporting the coordination of all SIAPS performance management activities and processes. S/he carries out the project’s strategy for performance tracking, results management, and information sharing. S/he links with all SIAPS portfolios, technical units and cross-cutting areas to ensure systematic analysis, synthesis, interpretation and documentation of SIAPS-wide program experiences and progress in achieving intended results and impact, as well as implementation challenges and lessons learned. This includes the gathering, analysis, and reporting of SIAPS performance data on activities to the SIAPS Management Team, to the broader Project Team and external stakeholders – and linking this data into program planning and decision making. S/he is the point person for the development and dissemination of SIAPS quarterly and annual reports and accompanying tools to SIAPS headquarters staff and field programs. S/he is the point person for coordinating and tracking of annual portfolio work plans and their associated deliverables on a timely basis, including providing regular status updates to the SIAPS Management Team or USAID, as required.
The Senior Results Specialist reports directly to the Senior M&E Advisor, and contributes to and participates actively in the development and implementation of strategies in fulfillment of SIAPS’s mandate.
Specific Responsibilities
Results Management: 60%
- Support documentation of SIAPS-wide activities, cross-cutting implementation challenges and lessons learned, SIAPS communication materials, technical reports and technical reviews.
- Analyze SIAPS-wide program data and highlight to the Project Management Team any high-level, noteworthy organizational performance results or exceptions on routine and ad hoc bases.
- Identify technical content from portfolio deliverables that could feed into Results Management and themes for development of success stories, in collaboration with Communications Team.
- Assist the SIAPS management team to prepare and respond to SIAPS Annual Portfolio Reviews, program evaluations and other reporting requests.
- Work with Senior M&E Advisor to facilitate internal reports and discussions on assessment of progress towards results; identification of key results red flags, mitigation plans and follow-up on implementation of plans in liaison with Portfolio Managers and technical team, and provide consistent reports on progress towards implementation of recommended actions.
- Facilitate forums for technical discussions and cross-fertilization of country programs to ensure appropriate integration of technical approaches and tools into programs’ design and contribute to technical or management cross-fertilization within SIAPS and MSH.
Reporting: 20%
- Oversee and coordinate compiling of portfolio data and preparation of SIAPS quarterly, annual and final performance reports to USAID and other internal and external stakeholders, and ensure their quality prior to dissemination
- Work with CPM Communications and Knowledge Exchange Director and technical units to facilitate knowledge generation from SIAPS reports and identify areas for increased communications focus – development of success stories, case studies, technical reports and other targeted communication
Operations Research and Publications Support: 20%
- Systematically track and document on-going research at portfolio and global level.
- Provide technical guidance to portfolio teams on methods selection, analysis and reporting of operations research activities.
- Identify and support portfolio teams in development of high quality publications for peer-review.
Qualifications
- Bachelor’s required, Master’s desired. Preferred areas of study include Pharmacy, Medicine, Nursing, Public Health, International Development, Organizational Learning, Knowledge Management, or related field.
- A minimum of 4 years’ relevant work experience or a Master’s and a minimum of 2 years’ relevant work experience in data analysis and interpretation within the international development or global health fields.
Knowledge and Skills:
- Experience with results analysis for the impact of technical support on health programs’ management and performance required. Relevant experience in the field of global health or health system strengthening is desired.
- Knowledge translation, knowledge management or organizational learning experience is preferred.
- Global health experience in international development, with a pharmaceutical or health systems strengthening focus is preferred.
- Experience in systems thinking and systematic approaches for health programs with strong quantitative, analytical skills and ability to articulate technical information clearly and effectively to both technical and non-technical audiences.
- Experience with USAID projects is desirable, either in project management, project M&E, or external evaluation, either as USAID staff or as a USAID contractor, preferably in global health.
- Quantitative analysis: Adept with analysis of data sets using simple descriptive statistics and data representation using Excel charts.
- Qualitative analysis: adept with qualitative data software (e.g. ATLAS.Ti, NVivo) and thematic analysis (Optional).
- Fluency in English required; second language fluency preferred.
- Computer skills: MS Office Suite, MS Project, Power Point preferred.
