Given the disparity faced by women and girls, we specifically seek to narrow inequalities in the outcomes we seek, and to ensure that women and girls achieve equally to men and boys.


Job Overview/Summary: Women and girls face systematic violence and discrimination that block them from being safe, healthy, educated, economically well, and from holding and exercising power. The IRC has made a long-term commitment to supporting gender equality across its programs and operations. As a first step towards achieving this, IRC is conducting an organization wide gender opportunity analysis and developed a long term plan to guide this organizational change process. Concurrent to this, the IRC knows that there is a need for guidance to its field programs so they can better understand how gender dynamics affect the communities in which it serves and how to design programs across all sectors to take those dynamics into account. The Gender Specialist for Programs will be responsible to (1) adapt or develop (where necessary) tools to support gender analysis and program design focusing initially on the health sector, (2) support Technical Unit staff to pilot the tools in 2-3 sites, and (3) support specific IRC departments and teams, including the IRC"s U.S. Programs, Strategic Initiative Teams, and Emergency Response and Preparedness Unit, to incorporate gender considerations across standard practice and projects. The Gender Specialist for Programs will report to the Lead of the Gender Equality Initiative, but will work closely with members of other IRC Departments, Technical Units, Regional Units, Country Programs and U.S. Programs.


Major Responsibilities:


  • Review tools and practices that are currently used across IRC Technical Units, Departments, Country Programs and U.S. Program Offices to help guide gender analysis and program design, focusing initially on the health sector.

  • Understand IRC strategy initiatives and identify key points of intersection and collaboration

  • Analyze existing tools and relevant external tools in light of the IRC"s commitments within its strategy and outcomes framework, and make recommendations for how to structure and design a succinct set of tools to guide IRC gender analysis and program design, focusing initially on the health sector.

  • Develop draft tools and accompanying training resources, in line with recommendations and discussions with the Lead of the Gender Equality Initiative.

  • Engage members of IRC Technical Units, Departments, Country Programs, U.S. Program Offices, other Strategic Initiative Teams and others in review and finalization of tools.

  • Work with IRC"s Emergency Preparedness and Response Unit to adapt tools in light of emergency response needs, so they fit within and inform the IRC"s existing guiding frameworks for emergency response assessments and programming.

  • Support Technical Unit staff to pilot the tools in up to three IRC Country Programs / Teams (in coordination with other Strategy Initiative Teams) and finalize them based on user feedback

  • Lead at least one HQ-level training and one remote, web-based training on the tools and mainstreaming gender into standard practices and projects, targeting technical advisors, field-based program teams and leadership.

  • Report back to Lead of the Gender Equality Initiative on successes and challenges of the development and usage of the tools in the field.

Job Requirements:


Education: Master"s degree in gender studies, women"s studies or a related field


Work Experience: At least five years of experience developing and managing processes to integrate gender equality outcomes in humanitarian programs; demonstrated experience developing and applying gender analysis and program design tools


Demonstrated Skills and Competencies: Excellent interpersonal skills and demonstrated ability to develop positive relationships with local and remote team members; ability to build consensus and work toward common agendas; strong oral and written communication skills; communication skills and political acumen to engage diverse audiences; demonstrated effectiveness in bridging practical guidance and conceptual frameworks


Language Skills: Excellent English oral and written skills required; French and/or Arabic language skills an asset


Working Environment: Standard office work environment; up to 30% travel required
