GENERAL DESCRIPTION
Reports directly to the Human Resources Administrative Assistant. Performs entry-level human resources administrative and technical assistance work. Work involves assisting in the administration of a human resources management program and ensuring compliance with state and federal laws and regulations. Works under close supervision, with some latitude for the use of initiative and independent judgment. Maintains high level of confidentiality with employee information.

DUTIES PERFORMED
Performs technical and administrative work in support of human resources programs such as employment, compensation, classification, employee relations, benefits, workers compensation, or organizational development.
Assists with personnel actions and reviews completed personnel actions to ensure conformity with agency, state, and federal regulations.
Occasionally enters, updates, and/or retrieves information from various automated, human resources, and/or payroll systems.
Explains basic human resources policies, benefits, and procedures to employees or job applicants.
Assists with maintaining files and records.
Assists in the execution of human resources management policies and procedures.
May administer and score employment tests and process applications.
May evaluate applicant qualifications and refer those qualified to the proper hiring authorities.
Answers phone and greets applicants or employees.
Performs other work as assigned.
QUALIFICATIONS
GENERAL QUALIFICATION GUIDELINES
Experience and Education
2 years minimum experience in human resources administrative and technical assistance work required. Graduation from a standard senior high school or equivalent supplemented by courses in human resources management is generally preferred. Experience and education may be substituted for one another.
Knowledge, Skills, and Abilities
Knowledge of the principles and practices of human resources management.
Skill in arranging for interviews, in using computers and human resources related software applications, and in handling multiple tasks and prioritizing.
Ability to evaluate applicant qualifications, to analyze job requirements, to interpret job descriptions, and to communicate effectively.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedures manuals.
Ability to write routine reports and correspondence.
Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, common fractions, and decimals.
Ability to compute rate, ratio, and percent, and to draw and interpret bar graphs.
Ability to apply common sense understanding to carry out instructions furnished in written, oral, or diagram form.
Computer Skills: Ability to use MS Office, Word, and Excel required. Experience in using Payroll or Human Resources software.
Physical Demands:
Must be able to lift up to 20 pounds, stoop, reach overhead and stand over periods up to one hour.
Work Environment: Office Environment.
