Consultancy Summary
The Curriculum Development Consultant will develop curriculum modules for PHR’s Program on Sexual Violence in Conflict Zones (‘the Program’). The modules will be used in introductory trainings, advanced trainings, and trainings of trainers for local workshops in central and east Africa.
PHR launched the Program in 2011, with the aim of forging coalitions among regional medical, law enforcement, and legal experts in the Democratic Republic of the Congo (‘DRC’) and Kenya. The goal of the Program is to increase local capacity for the collection of court-admissible evidence of sexual violence to support local and international prosecutions for these crimes. The Program draws on PHR’s extensive expertise in documenting war crimes and providing forensic training to professionals in regions of conflict where mass crimes have been committed.
Through workshops, the Program:
- Works with local experts to train doctors, nurses, and psycho-social trauma and recovery counselors in the collection of forensic evidence of sexual violence, including documenting health consequences, assuring appropriate treatment, and support legal assistance and outreach;
- Provides a forum for essential cross-sectoral training and professional collaboration in serving survivors’ needs; and
- Connects members of the health, law enforcement, and legal sectors to facilitate local, national, regional, and international networks of first-responders working to assist survivors of sexual violence on their paths to healing and justice.
Project Scope
Refine and enhance existing curricula, specifically cross-sectoral modules for health, law enforcement, and legal professionals on documentation of forensic evidence of sexual violence for the following:

- Facilitators and Participant Guides, updated PowerPoint Slides, and learner assessment tools for a three to four day Training of Trainers
- Facilitators and Participant Guides, updated PowerPoint Slides, and learner assessment tools for three one day trainings

- Participatory, interactive, and learner-centered approaches and based on application of ADDIE instructional design model frame work;
- The most current evidence-based practices in responses to sexual and gender-based violence (identified using scientific literature searches and grey literature scans); and
