The Global Health Fellows Program (GHFP-II) is a five year cooperative agreement implemented and managed by the Public Health Institute in partnership with Global Health Corps, GlobeMed, Management Systems International and PYXERA Global. GHFP-II is supported by the US Agency for International Development (USAID).


GHFP-II’s goal is to improve the effectiveness of USAID health programs by addressing the Agency’s immediate and emerging human capacity needs. The program seeks to accomplish this goal first through the recruitment, placement and support of diverse health professionals at the junior, mid and senior levels. These program participants include fellows, interns, corporate volunteers and Foreign Service National professionals. The program then provides substantial performance management and career development support to participants, including annual work planning assistance, and ensures that professional development opportunities are available.


Looking to the future, GHFP-II also seeks to establish a pool of highly-qualified global health professionals that will ensure the Agency’s ongoing technical leadership and effectiveness. This objective is supported by an extensive outreach program that brings global health opportunities and specialized career advice to a diverse range of interested individuals, with a particular focus on those under-represented in the field of global health.


BACKGROUND:


The Office of HIV/AIDS (OHA) within USAID’s Bureau for Global Health (GH) is the center of HIV/AIDS technical leadership for the Agency with primary responsibility for the Agency’s HIV/AIDS program. OHA provides strategic direction, technical leadership, and support to field programs in HIV and AIDS. It provides input to decisions concerning the strategic allocation of financial and human resources in the sector and assists in designing, implementing, monitoring, and evaluating programs. This entails:


  • Ensuring the technical integrity of Agency and Mission strategies.

  • Providing global technical leadership on the full range of issues related to HIV/AIDS prevention, care, and treatment.

  • Managing numerous research and field support programs.

  • Monitoring and reporting on the impact of the Agency’s HIV/AIDS program.

The Supply Chain for Health Division (GH/OHA/SCH) leads OHA’s commodities program in support of the President’s Emergency Plan for AIDS Relief (PEPFAR), and is responsible for managing the procurement and supply of commodities; providing technical leadership to supply chain sustainability in countries by collaborating with the United States Government (USG) and international partners; and supporting USAID Missions in their supply chain management programs, providing supply chain assistance as requested by Agency leadership.


INTRODUCTION:


The SCH Division is divided into two branches:


  1. The Supply Chain Management Branch (GH/OHA/SCH/SCM) manages the Global Health Supply Chain project in headquarters and supports HIV/AIDS supply chain programs in field missions. The SCM Branch reviews and monitors country procurement plans to ensure robust logistics strategies and technical assistance; and conducts and coordinates supply chain market intelligence and analysis to provide support to missions on HIV related commodity supply chain procurement and supply chain strategies. Additionally, the SCM Branch takes the lead in collaborating across USAID on supply chain public-private partnerships.

  2. The Supply Chain Technical Branch (GH/OHA/SCH/SCT) provides technical leadership in all aspects of supply chain management. The SCT Branch promotes strategies for optimal procurement of laboratory and diagnostic products to support PEPFAR supply chain programs, and advocates for effective management information systems to monitor all aspects of supply chain functions, including warehousing and distribution of commodities. Through strong quality assurance policies, manufacture audits, and product testing, the SCT Branch ensures that PEPFAR programs are sustainable and meet high technical supply chain industry standards.

The Supply Chain Advisor will serve as a public health advisor in the Supply Chain Management Branch (SCH/SCM), and will receive day-to-day guidance from the SCM Branch Chief. The Supply Chain Advisor will play an important role in ensuring that the US Government’s millions of dollars that are invested in the fight against HIV/AIDS are being used effectively and efficiently.


ROLES AND RESPONSIBILITIES:


The Supply Chain Advisor will be responsible for:


  • Serving as a subject matter expert in supply chain management issues, in one or more areas such as forecasting, procurement, storage and distribution, and health systems strengthening.

  • Serving as a member of the Country Support team in SCH, backstopping countries and organizations on the full range of PEPFAR issues.

  • Providing supply chain technical guidance and management support to in-country teams.

  • Reviewing and monitoring country procurement plans to ensure robust supply chain strategies and technical assistance. Conducting supply chain market intelligence and analysis to provide support to missions on HIV related commodity supply chain procurement and supply chain strategies.

  • Serving as an Activity Manager for specific projects and activities as assigned, by providing technical guidance, budget development and review.

  • Participating in internal technical and advisory groups.

International and domestic travel approximately 20%.


Training and professional development (7%)


  • Keeping abreast of literature and latest developments in the field of supply chain management.

  • Deepening knowledge of the procurement and distribution of pharmaceuticals and other commodities as it relates to HIV/AIDS activities within PEPFAR.

  • Participating in interagency and intra-agency working groups and professional meetings in supply chain management.

  • Participating in professional continuing education and skills training within the purview of GHFP-II.

REQUIRED SKILLS, KNOWLEDGE & EXPERIENCE:


  • Master’s degree in public health management or a related field.

  • Minimum five (5) years’ experience in providing technical assistance to HIV/AIDS or public health programs, preferably with experience in a developing country or resource-challenged setting.

  • Demonstrated experience in global health activity planning, management and implementation.

  • Experience with USAID and PEPFAR policies and procedures, preferably related to global health commodity procurement and technical assistance.

  • Knowledge of the technical issues that arise in global health commodity procurement.

  • High level of judgment, ingenuity and originality to develop strategies and to analyze, develop, monitor, and evaluate program implementation.

  • Ability to work independently with limited supervision.

  • Ability to recognize areas of weakness with a willingness to learn.

  • Ability to work within diverse teams.

  • Strong interpersonal communication and excellent oral presentation and writing skills.

  • Ability to travel to developing countries.

  • US Citizenship required.
