USAID’s Office of Regional Sustainable Development (RSD) in the Bureau for Latin America and the Caribbean (LAC) requires a Malaria Advisor to join the LAC/RSD Health Team. The Health Team is responsible for carrying out a regional health program whose primary functions are to: collaborate with the Global Health Bureau (GH) to advance Agency health priorities; provide technical support for USAID’s field-based health programs; manage regional health activities in maternal and child health and nutrition, family planning and reproductive health, infectious diseases, and health systems strengthening; facilitate productive communication among LAC field missions, the LAC/Front Office, desk officers, and other AID/Washington operating units; engage in cross-sectoral programming; and support the maturation of regional health partnerships and institutions.


The President’s Malaria Initiative (PMI), launched in 2005, is a US Government (USG) effort led by USAID to rapidly scale-up malaria prevention and treatment measures. The updated PMI Strategy 2015 – 2020 takes into account the progress over the past decade and the new challenges that have arisen, setting forth a vision, goal, objectives and strategic approach for PMI through 2020. PMI’s goal is to work with PMI-supported countries and partners to further reduce malaria deaths and substantially decrease malaria morbidity, towards the long-term vision of a world without malaria.


In the Americas, PMI’s strategy is implemented through a regional malaria program that supports malaria control and elimination activities in 11 countries in the Americas, through strong partnerships with USAID implementing partners and other regional stakeholders (i.e. other donors, governments, PAHO, etc.).


The LAC regional malaria program focuses on:


  • Antimalarial efficacy monitoring, resistance surveillance, and prevention of emergence of resistance to antimalarials

  • Access to quality diagnosis and treatment

  • Quality assurance and control of pharmaceuticals and other supplies for malaria

  • Vector surveillance and integrated vector management

  • Epidemiological surveillance

  • Networking and systems strengthening

Introduction


The Malaria Advisor will be based on the LAC/RSD Health Team and manage and oversee the regional malaria program including provide technical guidance and direction to implementing partners. S/he will provide strategic guidance and technical leadership for USAID/PMI malaria investments in the Americas region, strategically advising LAC Bureau and Health Team Leadership, GH Bureau based PMI leadership, and implementing partners. The Malaria Advisor will also make strategic contributions to the broader health portfolio of LAC, including sharing lessons learned for application in other technical areas and helping to integrate maternal and child survival, malaria and other infectious disease programs. S/he will also coordinate with LAC/RSD teams such as Environment and Democracy and Human Rights, whose geographical or population focus may intersect with those at risk of malaria.


Responsibilities:


The primary responsibilities of the Malaria Advisor include:


  • ****Manage and provide technical guidance to and oversight of implementing partners****

  • Manage LAC/RSD-funded regional activities in malaria: oversee project budgeting, administration, record-keeping, reporting, monitoring and evaluation of performance.

  • Provide technical and strategic direction to implementing partners to support evidence-based malaria prevention and control interventions.

  • Promote synergies across partners to leverage and maximize resources towards common goals.

  • ****Coordinate with LAC Bureau, PMI and other counterparts:****

  • Collaborate closely with colleagues from PMI, GH Bureau, and other USG agencies on malaria issues fundamentally important to the LAC context, including participating in high-level strategic policy meetings.

  • Representing LAC Bureau interests within USAID, multilateral partners, host government officials, and others and working to promote LAC leadership, capacity building, and improved coordination in LAC.

  • Stay abreast on best practices, the state of the art, and PMI and global guidance on fighting malaria and use that knowledge when participating in the development of strategies, plans, and program guidance.

  • Collaborate with LAC/RSD team members to identify and and leverage areas where work in malaria can contribute to or benefit from other programs.

  • ****Serving as the LAC Bureau’s technical point of contact for malaria:****

  • In conjunction with other LAC/RSD Health Team members, provide technical oversight and strategic guidance to the malaria portfolio in the LAC Bureau.

  • Maintain current knowledge of policy, frameworks, research and news on malaria in LAC.

  • Assess country-specific malaria data, activities and plans, when collaborating with Ministries of Health and other partners organizations to design national strategies that reach the most at-risk populations with effective and comprehensive interventions ensuring rapid implementation of large scale interventions in PMI-designated countries. Support governments to develop strategies that translate data into actionable interventions.

  • Participate in consultations and working groups with colleagues from across USAID and the USG on new malaria activities, requests and initiatives that impact USAID missions in LAC.

  • Participate in key international meetings and conferences.

  • ****Assist in strategic planning, communication and reporting within LAC/RSD****

  • Contribute to malaria-related planning and reporting requirements.

  • Develop briefers and/or other communication materials related to USAID’s malaria program in LAC.

  • Assist in the development and presentation of LAC mission portfolio reviews for senior management.

  • Assist in formulating responses to congressional inquiries or requests.

  • Provide other support to LAC or GH Bureau as needed.

  • ****Other****

  • Other tasks or responsibilities may be added based on (a) organizational and programing needs and/or (b) the Advisor’s own interest including training and professional development.

  • International Travel approximately 25-35%

Qualifications:


  • Master’s degree or higher in public health, international development, or related field.

  • Superior technical skills with minimum ten (10) years’ experience working on in global health/development programs with at least five (5) years experience in an international or resource challenged setting, preferably with an emphasis on malaria.

  • Demonstrated broad technical knowledge and experience in program management and planning.

  • Demonstrated leadership and problem-solving skills working on complex projects in a highly-sensitive, fast-paced environment where priorities can change rapidly.

  • Ability to work within tight time constraints to produce high quality work products.

  • Experience preferred with USAID programming, budgeting, and evaluation functions and procedures, both in USAID/Washington and in USAID Missions, and the President’s Malaria Initiative.

  • Understanding of programs and organizational aspects of major international donors, multilateral agencies, and NGOs/PVOs supporting the social sector, with a focus that includes malaria or other infectious diseases.

  • Proven decision-making skills and sound judgment. Ability to analyze, develop and present work, and to monitor and evaluate implementation of programs.

  • Ability to manage and work successfully with diverse teams and individuals as well as independently.

  • Excellent interpersonal communication, oral communication and writing skills. Ability to clearly and convincingly articulate an evidence-based vision, as well as USAID and USG policies regarding malaria and related topics to a variety of audiences, including host country experts, ministry staff, and other donors, and AID/Washington colleagues.

  • Computer proficiency required. Experience with gmail and cloud technologies (primarily google drive) preferred. Willingness to learn new software and programs is required.

  • Ability to speak, read, write and make presentations in both Spanish and English required.

  • Ability to travel internationally required.
