United States of America: Senior Education and Evaluation Technical Specialist, Social Impact, Arlington, VA


Social Impact (SI) is a Washington, DC-area international development management consulting firm. Work undertaken by SI staff cuts across all development sectors including education, positive youth development, democracy and governance, food security, health, the environment, and economic growth. SI is comprised of three technical practice areas, the Impact Evaluation (IE) Practice, the Strategy, Planning and Capacity Building (SPCB) Practice, and the Performance Evaluation (PE) Practice.


Position Description:


SI has several long-term education contract vehicles with USAID and a number of education related evaluations for clients including USAID, Department of State, DFID and various international NGOs, including CARE, Relief International, the Discovery Learning Alliance. SI’s prime Indefinite Quantity Contract (IQCs) in the education arena are ABE: ACCESS, Youth Power, Ghana Education M&E, and Ghana Education Systems Strengthening. SI is seeking to strategically expand its education work and is offering this unique position for a highly motivated technical expert with senior level education evaluation experience to help shape the future direction of that expansion.


Specifically, SI is seeking an individual who will serve as a Senior Education and Evaluation Technical Specialist, who has substantial experience designing and implementing impact and performance evaluations of international education and/or youth development programs. This individual will support the growth and development of our PE practice by joining on-going projects in a technical capacity and developing new business in the areas of education and youth. The primary function of the Senior Technical Specialist will be to provide technical oversight, implementation, and quality control for a number of SI’s education evaluation contracts. This individual will have the opportunity to work on projects in both our PE and IE Practices. With support from SI Program Managers, the Senior Technical Specialist may also provide management oversight and support for these projects and programs. Responsibilities:


The Education Senior Evaluation Technical Specialist will report to a Program Director of Evaluations and will coordinate closely with SI’s Vice President for Evaluation Services and its Vice President for Strategy, Performance, and Capacity Building.


Direct Service Delivery


  • Serve in one of the following roles on education-related projects: Project Director, Team Leader, Deputy Chief of Party, Senior M&E Specialist or other senior technical roles as required by specific projects

  • Apply advanced technical knowledge and state of the art methodologies and practices to project work

  • Provide coaching and troubleshooting support for SI teams working on education projects

  • Lead selected technical assistance teams for performance evaluations, impact evaluations, education assessments, design of education-related performance management systems and indices and the development of education-related handbooks and training courses for SI clients.

Business Development


  • Identify and qualify new opportunities for the monitoring, evaluation, capacity building or strategic planning in education and youth programming.

  • Lead scoping, positioning, planning, marketing and proposal development related to SI’s work with current and new clients (USAID, DFID, MCC, World Bank, US Department of Labor’s Bureau of International Labor Affairs). Monitor education initiatives and activities of various international and domestic donors

  • Serve as technical lead or technical writer for proposal, including several complex proposals requiring high levels of technical input

  • Aid in the identification of evaluation experts, team leaders, and sectoral experts in education and youth for bids. Interview and assess technical capacity of proposed SI staff and consultants for inclusion in proposals

Thought Leadership


  • Be a recognized technical expert in SI in education evaluation and apply that expertise to SI projects and proposals

  • Develop knowledge assets and new technical approaches to differentiate SI from other competitors in the education evaluation market place

  • Present thought leadership pieces internally and externally.

  • Participate in and lead relevant external communities of practice and committees addressing evaluation of development programs and projects and represent SI at technical conferences, meetings, and with clients

  • Publish technical peer reviewed papers, blogs, working papers, and other influence products for the education and youth development community

Qualifications:


  • Master’s Degree, plus 12 years of professional experience or Ph.D./Ed.D plus 8 years of relevant professional experience in evaluation methods and education. Preference will be given to those candidates who have experience working in the area of curriculum and pedagogy (specifically early grade reading and early grade mathematics), education evaluation or assessment, and education statistics. However, any individual who has substantive background in both education and evaluation in the international development context is encouraged to apply.

  • Demonstrated knowledge and experience in research and evaluation design, and the collection, preparation, and analysis of both quantitative and qualitative data. Experience developing survey instruments, classroom observation tools, and/or education assessments a plus.

  • Demonstrated experience providing technical guidance for education evaluations and assessments and practical experience in training, strategic planning, monitoring, capacity building, and learning activities for education in developing countries

  • Demonstrated experience leading evaluations and assessments while maintaining quality and ensuring well-written/produced deliverables.

  • Willingness and ability to travel overseas for short to medium term assignments

  • Experience working with USAID, MCC, DOS, DOL/ILAB, development banks, foundations, and international NGOs carrying out work in the education arena

  • Proficiency in a foreign language, preferably Spanish, French, or Arabic, preferred
