This position supports the monitoring and evaluation of the Department of Hunger and Livelihoods’ (DHL) large emergency USAID/Food for Peace-funded Title II portfolio, with an emphasis on Emergency Food Security and Livelihood programs (EFSP). The position will work with two other DHL M&E Senior Specialists in providing leadership to the development of M&E systems and processes, for building M&E capacity both in the department and for food security programs in the field. Additionally, the candidate will contribute to furthering the research agenda and developing our evidence base on market and cash based approaches in emergency programming. The candidate should have an interest in incorporating the use of appropriate technology in MEAL, including experience with tablet-based data collection and database management software.
Essential Duties, Responsibilities and Impact
Support Global Programs: 30%
- Develop and support quality, standardized M&E systems in a global food security and livelihoods portfolio with a strong focus on Food for Peace emergency programs.
- Develop clear and standardized M&E guidelines, protocols, templates, and activity schedules for field-based M&E teams to ensure the quality and regularity of program monitoring data.
- Lead the effort to develop or adapt appropriate electronic beneficiary tracking technology for incorporation across the portfolio.
- Identify common issues related to M&E across programs and work with leadership to address as necessary.
- Provide remote and in-country TA to both M&E staff and technical program leads, Provide remote and in-country TA to both M&E and technical program leads during program start-up, through the duration of the award.
- Represent the Hunger and Livelihoods Department externally to donors; participate in working groups and M&E conferences as appropriate to identify trends and support department programs.
Support Technical Leadership and Quality Programming: 30%
- Receive and manage data from the field, conduct analysis, and produce/contribute to reports for program management, donors, and external audiences.
- Develop guidance and training on MEAL systems.
- Support data collection and analysis to monitor and evaluate program outcomes and impact including, but not limited to, baselines and final evaluations. Contribute to discussions on strengthening monitoring systems, and integration of secondary data.
- Conduct internal data quality audits, ensure functioning accountability audits, and feedback loops.
- Develop and carry out EFSP-specific M&E training and roll out plan (step-by-step guides/manuals, training slides) to implement during program start up.
- Participate in the planning and delivery of M&E training for DHL staff and others in the field and promote cross-fertilization of ideas and information exchanges across programs.
- Working with program staff, identify strong M&E candidates both for short-term and long-term positions.
- Coordinate with internal and external M&E stakeholders, including within SCI, to identify and communicate M&E training opportunities for food security program managers and technical staff.
Resource Mobilization: 25%
- Assist in program design and in developing M&E frameworks and implementation plans using ICTs for livelihoods and food security proposals.
Represent Hunger and Livelihoods/Contribute to M&E and Research Best Practices: 15%
- Represent DHL on the International Program Division M&E Working Group and participate in advising on agency M&E policy.
- Coordinate with DHL Sr. Specialists to identify areas of collaboration, efficiencies and best practices
- Work closely with other SCUS departments on M&E matters of mutual interest, especially as they apply to global and/or multi-country programs.
- Participate on the TOPS Program M&E Working Group.
- Liaise across SCI and SC members on all M&E and research activities related to emergency livelihoods and food security, including the Child Poverty Global Initiative, the Department of Humanitarian Response, and the MEAL Working Group, comprised of SC members.
Required Background and Experience, Skills and Behaviors
- Master’s degree in international development or related field required
- 5-9 years of experience in international development, including three years of experience in design, monitoring, and evaluation of international programs;
- Experience in developing training programs including curriculum design, presentation and teaching skills, and training-of-trainers methods;
- Knowledge of survey and sampling design, data analysis, including interpretation of program results indicators;
- Excellent PC/database skills and knowledge of current statistical packages;
- Knowledge of and/or experience with Theory of Change, logical frameworks, results frameworks, M&E plans, and program evaluations;
- Understanding of USAID and other donor programming priorities and technical requirements;
- Ability to give effective and engaging presentations to groups and individuals;
- Excellent writing and communications skills in English;
- Ability to work under tight deadlines, manage multiple tasks simultaneously, and effectively work with multi-cultural teams;
- Foreign language skills (French preferred or Spanish)
