OCCUPATION PROFILE


This position is located in Tallahassee.


Maintenance Supervisor I – Douglas/Carr Buildings


This is a highly responsible position, assisting and supervising a variety of maintenance and repair functions in the Douglas/Carr Buildings and serves as the assistant to the Facility Manager of the Bob Martinez Center Group.


The incumbent occupying this position must have an understanding of all building maintenance and operation, such as plumbing, electrical, wall repair, locks and other door hardware repair, furniture repair, and janitorial work.


This position will be supervising Maintenance Mechanics, Maintenance Support Technicians and Laborers.


The incumbent in this position is responsible for managing emergency response during and after scheduled work hours. Incumbent is responsible for coordinating the work activities of subordinates, contractors and other assigned trades who respond to after-hours emergencies. Incumbent is responsible for monitoring and reporting the materials and labor costs associated with emergency response activities. Participate in emergency response as required.


SUPERVISORY DUTIES:
Supervising a staff of skilled tradesmen and support technicians as they perform their daily responsibilities. Responsible for employee safety/health practices for all required tasks. Coordinate proper training and instruction to identify hazardous conditions and analyze the circumstanRFces to prevent injury to themselves and others. Maintains interaction between workers and supervisory on safety/health issues on job related matters. Effectively uses Total Quality Management methods and techniques in managing operations and training staff. Communicates on a regular basis with employees, both individually and in staff meetings. Assigns and inspects the work of journeyman, tradesmen and maintenance repairmen of the Department of Management Services or vendors in the maintenance and repair of buildings.


ADMINISTRATIVE/TRAINING DUTIES:
Assists with interviews, recommendations for hire on incoming personnel and processes requiring paperwork for the candidate selection analysis, to be submitted for approval. Evaluates employees through established criteria and responsibilities. Evaluates employees on work performance and documents personnel issues/concerns, handling them in a timely manner. Meets regularly with employees to ensure the pre-established criteria are met. Performs other personnel related duties. Maintains necessary work records, inspection reports, etc., and prepares reports as requested. Requisitions or purchases necessary tools, equipment and materials essential to the proper repairs of buildings and work projects. Conducts MSDS and Safety Training sessions and maintains records of such. Maintains MSDS materials on site and reviews with personnel on a regular basis. Keeps abreast of new products and techniques in the maintenance field and transfers these techniques where applicable, into actual operation within the building.


PROCUREMENT CARD/PURCHASING DUTIES:
Responsible for procuring labor & materials using State VISA Purchasing Card. Responsible for insuring proper quotes for project services and materials. Must follow appropriate state and internal guidelines. Responsible for proper approval and funding prior to purchasing and making card purchases.


TECHNICAL DUTIES:
Supervises, directs and performs preventative maintenance and recurring maintenance, inspects, studies and analyzes unsatisfactory characteristics of the facility and their systems. Determines and evaluates possible approaches in terms of attainment of objectives and makes recommendations for changes needed to overcome deficiencies. Responsible for supervising and maintaining the mechanical operations under direct supervision of the Facility Manager. Maintains daily operations of computerized HVAC systems, security system and operates emergency generator and UPS system. Supervises interior and exterior painting, carpentry, masonry, electrical and plumbing repairs completed by DMS personnel or contracted vendors.


PUBLIC RELATIONS DUTIES:
Maintains contact with tenants housed in the buildings so that open lines of communication are maintained at all times for their convenience and for a more efficient operation of the building. Maintains good working relationships with subordinates and supervision. Any problems should be addressed with the Facility Manager.


Performs other related duties as required.


Knowledge, skills and abilities, including utilization of equipment, required for the position:


Knowledge of the procedures and methods used in physical plant maintenance and repair, building construction or maintenance or grounds maintenance.


Knowledge of safety procedures.


Skilled in using tools appropriate to the assigned areas.


Ability to utilize problem solving techniques.


Ability to understand and apply applicable rules, regulations, policies and procedures.


Ability to prioritize workload.


Ability to manage a maintenance and construction program.


Ability to establish and maintain effective working relationships with others.


Ability to communicate effectively verbally and in writing.


Ability to plan, organize and direct program activities.


Ability to supervise the application of newly marketed building products.


Ability to research and understand new technology pertaining to building construction. Ability to communication effectively (orally & in writing). Ability to establish and maintain effective working relationships with others.


Minimum Qualifications:
Minimum of three years’ experience in facilities management, maintenance, construction or a related field.


Valid Class E driver’s license


Physical Characteristics: This position requires prolonged periods of time walking, standing, bending, and the use of all types of ladders.


Preferred Qualifications:
Previous supervisory experience.


Previous experience managing service contracts; custodial services a plus.


Previous experience with asset management software.
