RESPONSIBILITIES:

A. Development and Implementation of Procurement Procedures


1.Collaborate with the Grants and Contracts Management Unit to remain informed of latest donor’ procurement regulations.


2.Serve as technical focal point for the review of external procurement procedures.


3.Take active role in yearly review of procurement manual.


4.Lead the development and periodic review of supply chain standard operating procedures.


5.Develop procurement training modules and coordinate delivery to employees.


6.Ensure procurement practices are known and implemented consistently across the organization.


B. International Procurement Services in Country Programs


1.Manage international procurement requests and pipeline, ensuring efficiency and compliance.


2.Promote and disseminate improved procurement systems.


3.Collaborate with Technical Unit teams to standardize program supplies.


4.Maintain and expand international vendor lists, by conducting market surveys.


5.Negotiate with international vendors to the benefit of International Medical Corps and donors; work at improving projects value for money.


6.Work with vendors to guide implementation of improved procurement procedures.


C. Technical Support and Guidance to Country Teams


1.Facilitate the development and review of procurement plans to support project proposals.


2.Work with project development teams to ensure accurate costs of materials and staffing resources; check supply chain feasibility.


3.Coordinate with Roving Logistics Coordinators to develop field supply chain strategies and cost-reduction opportunities through common pipelines.


4.Work with country teams to review country procurement department staffing structures, staff profiles, skills and knowledge.


5.Measure and report country key performance indicators.


6.Conduct regular country supply chain risk assessments, identify and resolve bottlenecks. Provide updates on mitigation methods, challenges faced, action plans, and compliance with mandatory procedures.


D. Supply Chain Management System Deployment


1.Serve as Logistics project lead for the deployment of the Supply Chain Management system across country programs.


2.Participate in the development of Procurement Information Management systems, capture and consolidate field and HQ procurement data.


3.Coordinate with the IT department to develop and maintain a global procurement dashboard for country profiling.


4.Coordinate the compilation and submission of global supply chain activity reports.


E. E-Procurement, Vendor Registrations and Performance


1.Serve as focal point for the development of E-Procurement solutions.


2.Work to better utilize and improve current systems and technology and systems.


F. Emergency Response Support


1.Enhance ER supply chain preparedness.


2.Upon Emergency Response activation, plan, execute and report acquisition pipelines (including Gift-In-Kinds).


3.Work with Global Logistics on initial Emergency Response team design, mobilization, induction and deployment.


4.Participate in regular coordination mechanisms with relevant actors (UN, NGOs, and commercial partners).


F. Export Compliance


1.Serve as focal point for export compliance ensuring strict implementation of International Medical Corps’ policy and procedures. Work with the Legal department and the Global Procurement Unit to; a.Complete applicable notifications to US authorities in line with export compliance procedures (BIS, ITAR, OFAC, etc.).


b.Notify all employees, volunteers, and affiliates travelling to International Medical Corps programs about their responsibility to ensure export compliance, including US export license and screening requirements for all International Medical Corps and personal equipment.


c.Maintain lists of licensed equipment submitted to US authorities as per procedure. Ensure authorities are notified about incidents.


d.Support country programs ability to forecast and initiate timely required export compliance actions.


F. Compliance


1.Demonstrate ongoing commitment to fraud detection, risk reduction, and fraud reporting, ensuring compliance with International Medical Corps’ policies and procedures, donor regulations and local laws.


2.Ensure that vendor eligibility screening is carried out per required procedures.


3.Work with Finance and Compliance focal points to assess compliance with internal controls and required procurement documentation. Ensure that risks associated to procurement are evaluated regularly and plans are developed to mitigate any identified.


4.Review procurement documentation, internal and external audit reports to detect procurement related risks. Work with country teams to implement corrective measures.


G. Coordination and Leadership


1.Regularly attend and actively participate in Global Logistics Cluster meetings and related coordination mechanisms.


2.Promote and drive procurement coordination initiatives among NGO counterparts at global and country levels.


3.Coordinate with the Operations team to support the dissemination of logistics and procurement practices with benefit to project implementation.


4.Supervise and effectively manage the Head of Global Procurement and the Supply Chain Systems Coordinator.


5.Make frequent site visits to where supervised staff are working, ensuring that appropriate supervision, and support is offered.


6.Advocate and plan for professional development of supervised, expat and national staff.

QUALIFICATIONS:


•Bachelor’s degree and 3-5 years of relevant work experience or Master’s degree (e.g. Supply Chain, Procurement, Logistics, etc.) plus 1-2 years of relevant experience, or equivalent combination of education and experience required;


•3-5 years of experience in the management and implementation of US government OMB, and FAR regulations;


•Proven record as successful Senior Country Logistics Manager. Roving logistics, Headquarters, and auditing/compliance experience required;


•Evidence of over 5 years of field deployments including emergency response in austere environments;


•Experience with donor specific procedures (USAID/OFDA, DFID, EU, ECHO, UN required);


•Prior experience with logistics software solutions (desired);


•Experience with budget management and the ability to prepare timely, complete and accurate reports;


•Experience in the development of RFPs and RFQs;


•Strong organizational, problem-solving and analytical skills;


•Strong interpersonal, management and leadership skills;


•Ability to work in a participatory manner with staff to assess needs, implement and monitor activities;


•Ability to effectively present information and respond appropriately to questions;


•Ability to integrate and work well within multiethnic and multicultural teams;


•Ability to work in harsh, austere and remote conditions and lift, minimum 45 pounds;


•Strong negotiation skills;


•Valid driving license;


•Strong computer skills, proficiency in MS Word and Excel at minimum;


•Willingness and ability to travel extensively.
