Purpose of the Position


Under the general guidance of the Principal Adviser, Gender and Development, Programme Division (PD), UNICEF, the Senior Adviser (Gender and Evaluation) will ensure the technical excellence and quality of research, evaluation, monitoring and reporting on gender programming and results as outlined in UNICEF’s Gender Action Plan 2014-2017. S/he will provide technical leadership on gender in four specific areas: a) Serve as the technical and strategic lead on the Gender section’s relationship and collaboration with the Division of Data, Research and Policy, the Office of Research, the Evaluation Division, the Field Results Group and the MoRES team. S/he will also collaborate with PD sections on gender indicators, quality impact evaluations & research; b) Support RO’s and CO’s on monitoring, reporting, evaluation, indicators, the evidence base, and knowledge management; c) Lead and provide oversight on the compilation of the Annual Report to Board on the GAP and coordinate the GAP Secretariat & Steering Committees. d) Support management of the Gender Section, including the planning and reporting functions.


Key Accountabilities and Duties & Tasks


1.Technical and strategic lead on gender research, monitoring and evaluation
-Develops high quality, strategic and collaborative research and evaluation initiatives.
-Brings strong technical quantitative and qualitative research methodologies and skills to designing impact evaluations, and to shaping indicators on monitoring of results, working closely with key HQ divisions.
-Develops theories of change and results frameworks for gender programming within the GAP framework
-Works with the MoRES team to develop and implement MoRES and evaluation related training on gender
-Develops and leads systematic efforts to document outcomes, lessons learned, and best practices of gender equality results within and across sectors and fosters effective dissemination and utilization through data and results portals, publications, and knowledge sharing platform

2.Technical support to the field and PD sections on gender monitoring, indicators, & results


-Develops guidance, webinars, trainings, and other mechanisms for conveying key GAP related requirements on monitoring and reporting results to country and regional offices.
-Develops and supports an effective field based network of gender and M&E experts/focal points and promotes South-South exchange.
-Provides high quality technical input on gender indicators and results to key country level programming initiatives.
-Develops and manages a high quality knowledge sharing platform on gender indicators, research, and documentation.

3.Coordination of UNICEF accountability on the GAP


-Oversight and production of the annual report to the Executive Board on the GAP
-Coordination and management of the secretariat function of the GAP Steering Committee
-Coordination and management of the secretariat function of the Programme Division GAP Steering Committee


End Result(s): Effective coordination and fulfilment of organizational accountabilities on the GAP


4.Oversight of Section Planning and Support on Management and Admin


-Oversee the planning and reporting for the Gender section
-Support to OED and PD management on gender reporting and results
-Support to Principal Advisor on management and admin of the section and in reporting to senior management and donors


End Result(s): Effective planning and management of the Section


Qualifications of Successful Candidate


-An advanced university degree (Master’s, or PhD) in public health, demography, economics, sociology, public administration or related field required.
-At least 10 years of solid experience with demonstrated track record of having undertaken and led programming and research from a gender perspective and/or on development and gender issues is required. Experience managing programmes in country/field is a strong asset.
-Strong substantive, technical, programmatic and research skills in gender with equally strong sectoral expertise in at least one of the following: Health/HIV, WASH, Education, and/or Adolescents.
-Proven rigor in analytical, conceptual and programme design skills relevant to gender and development with an understanding of theory of change and path from intervention to results.
-Demonstrated experience in conducting rigorous research and analysis on gender, including quantitative research methodologies, and monitoring and evaluation.
-Superb written and oral communication skills in English: ability to write succinctly and clearly, and to speak in public forums compellingly and with confidence.
-High level of initiative and independence in ability to undertake complex tasks while proactively seeking relevant input, cooperation, and guidance from key constituents.
-Demonstrated success in developing proposals and securing resources on programme and research initiatives with a strong gender component.
-Management experience and demonstrated ability to motivate others and create and encourage a climate of team-work and collaboration in a multi-cultural environment.
-Fluency in English (written and verbal) is required. Knowledge of a second UN language (i.e. Arabic, Chinese, French, Russian, Spanish) is considered an asset.
