United States of America: Specialist, Monitoring & Evaluation FP-CAC


The Specialist, Monitoring and Evaluation will primarily focus on the field implementation and roll- out of the Monitoring and Evaluation framework and tools for the FP-CAC initiative. The Specialist will work very closely with the technical advisors, the learning and development coordinator, the country team, and the Senior Specialist M&E to ensure that the deliverables of the award are met and the activities under M&E are implemented in the field programs at high quality.


The position holder will spend significant time in the core countries to mentor, coach, supervise and facilitate trainings on M&E and to ensure that programs are gathering data at high quality and using data for programmatic action. In addition, the position holder will be available to deploy to new emergency responses in HMIS/Health Manager roles and to advocate the integration of FP-CAC indicators in new humanitarian responses. The position holder will participate in the agency HMIS/DHIS2 working group and the pilot testing of the data system and ensure the inclusion of FP-CAC indicators.


This position is 100% grant funded with flexible time for emergency deployment and cost-recovery. The position holder will have more than 3 years of field experience in health information systems, reproductive health, and experience in working in humanitarian settings, and have relevant educational achievement.


Essential Duties, Responsibilities and Impact


Family Planning in Humanitarian Settings Initiative: Support roll-out and field implementation of the M&E systems in the core countries (45%)


  • Travel to the five country offices (Pakistan, DRC, Yemen, Somalia, and Syria) and train the program team and MEAL staff on the new FP-CAC database

  • Conduct training on the new indicators, interpretation of the analyzed data, and use of data for action

  • In consultation with the technical advisors, ensure that the detailed implementation plan of each of the core country offices includes calendar for data review (register review, client exit interviews, data audit) as proposed in the award

  • Maintain communication with the core country office M&E point persons for ongoing mentoring and coaching

  • Test the tablet based supportive supervision mechanism in collaboration with L&D advisor and the technical advisors

Emergency deployment and support the establishment of M&E systems in new Country Offices (25%)


  • Deploy in new humanitarian crisis situations as health manager/HMIS officer or in similar roles as identified by the humanitarian department

  • Support the establishment of FP-CAC M&E systems in Egypt and the Central African Republic (CAR) with at least two field trips

  • While deployed, advocate and actively engage with health leads in new humanitarian responses for the integration and inclusion of FP-CAC services and indicators

  • Collaborate with the emergency FP-CAC advisor and the emergency health team to ensure the inclusion of FP-CAC indicators and data collection tools in new humanitarian health response tools, Compass or any other platform

Support the pilot testing of the DHIS2 HMIS System in Save the Children (25%)


  • Actively engage with the HMIS working group in coordination with the Senior Specialist for M&E and the SCUK team

  • Work toward the inclusion of the FP-CAC indicators in the revised DHIS2

  • Pilot test the DHIS2 in Save the Children country offices as needed in field offices with clear terms of reference on expectations and in collaboration with the SCUK team

  • Feedback on pilot testing findings and the applicability of the DHIS2 for the FP-CAC program and other emergency health programs

Knowledge Management, Research and Other Tasks (5%)


  • Proactively share learning from field experience through blogs, contribution to agency newsletters, brown-bags, and other sharing venues

  • Co-coordinate the Reproductive Health Scientific days

  • Actively seek and engage in research proposal write-up

  • Engage in write-up of scientific papers and manuscripts from program learning

  • Support and work with interns and fellows in documentation of field learning

Required Background and Experience, Skills and Behaviors



  • Minimum 3 years of experience in public health, focused in monitoring and evaluation of reproductive health programs in humanitarian settings required




  • Master’s in public health, with concentration in humanitarian populations and/or reproductive required




  • Data and previous work on HMIS required




  • At least 2 years field (country level) experience in reproductive health and family planning in developing countries (with preference for experience in emergencies) required




  • Ability to travel for up to 60% of the time and willing to work in insecure environments required




  • Excellent organizational and time management skills




  • Strong written and verbal communication skills




  • Ability to independently work with minimal supervision and prioritize multiple tasks




  • Strong interpersonal skills and ability to develop and maintain relationships with people from diverse background
