Project Summary:


MSI, as the main partner in the FHI 360 Consortium, has recently won the first Task Order (TO) under USAID/Washington’s Youth Power Indefinite Delivery Indefinite Quantity (IDIQ). The TO is divided into three sub-task orders, and MSI is responsible for implementing the first sub-TO which calls for the design, testing and piloting of a set of cross-sectoral youth assessment tools. US work authorization is required. Relocation costs will not be covered.


Position Summary:


In close collaboration with MSI’s Technical Director, this position is responsible for solidifying a user-friendly Youth Tool Kit (YTK) to inform and empower youth-serving organizations around the world to assess their own context and design solutions for their own needs. Existing tools (i.e., EQUIP 3, DAP, Youth Map) will be incorporated into this toolkit. The duration of this assignment will cover four to five years and consist of three phases: Phase 1: YTK Design / Adaptation; Phase 2: YTK Piloting; and, Phase 3: YTK Refinement, Dissemination and Sustainability.


Responsibilities:


  • In close coordination and collaboration with Technical Director, develop YTK, which will consist of three major tools.

  • Maintain effective activity tracking and reporting systems and ensure high quality deliverables and reporting.

  • Develop innovative approaches to rolling out and promoting the userability of the toolkit (may include web-based interfacing and ICT integration).

  • Ensure high-level of participation and collaboration among key consortium partners and youth stakeholders worldwide.

  • Ensure a high-level of communication externally (partners and client, when required) and internally (key MSI staff).

  • Provide technical assistance and support in the roll-out of the YTK in specific countries.

  • Build and solidify partnerships to further the buy-in, dissemination and use of the YTK among a variety of potential stakeholders including: private sector, country-based stakeholders, and USAID Mission staff.

Qualifications:


  • Master’s degree in international development, social science, economics, business administration or relevant field.

  • Minimum of four years’ experience managing international development programs related to any/all of the following: youth development, monitoring & evaluation, analytics (conducting macro-based multi-sectoral assessments), and building the capacity of civil society or local governments.

  • Demonstrated experience successfully managing or technically supporting complex USAID (preferred) State Department, or other international donor projects in high-profile programs.

  • Excellent interpersonal skills including demonstrated leadership and team-building experience.

  • Strong writing skills in English (writing sample may be requested).

  • Demonstrated capacity to be successful in a high-performance setting that requires multi-tasking, clarification of needs, managing stress, and high expectations.

  • The ability to travel if required, particularly in conflict zones.

  • Fluency in English required; additional fluency in other languages preferred (particularly French, Arabic, or Spanish).
