Project Description:


FHI 360’s Civil Society and Peacebuilding Department (CSPD) strengthens the leadership, capacity, and credibility of national and community-based organizations and helps increase the transparency of government agencies at all levels. Our civil society programs enable citizens to solve their own problems and influence policy. Our peacebuilding experts use a variety of locally-owned, effective, and sustainable tools to bridge differences and bring peace to divided communities.


Job Summary / Responsibilities:


CSPD seeks a Technical Officer I to provide technical support and guidance for the development and implementation of civil society and/or peacebuilding programs. The Technical Officer I will coordinate and assist with the development of proposals and support the development of materials to describe CSPD’s technical tools and approaches.


The Technical Officer I, CSPD:


  • Assists in the coordination and design of technical proposals for new programs and initiatives, helping to ensure that CSPD technical proposals adhere to company strategy and are technically sound and responsive to solicitations.

  • Provides support in the development and dissemination of tools, materials, reports, and papers related to civil society and/or peacebuilding.

  • Works closely with assigned proposal teams to ensure activities are implemented according to standard operating procedures.

  • Assists in the development and dissemination of tools, materials, reports, and papers related to new business development and program design for civil society and/or peacebuilding.

  • Assists with CSPD development planning and in training staff in capture and proposal development processes and tools.

  • Provides program management support to CSPD projects as needed.

  • Responds to requests and inquiries from internal and external staff and proactively identifies opportunities for internal and external partnering on new business opportunities.

Additional Responsibilities:


  • Provides technical support and guidance to staff and partners in the region and in country offices. Implements and monitors technical strengthening initiatives. Develops adoption and/or training strategy, designs and conducts training or adoption activities for a specific technical area. Creates scientific and technical material in area of expertise. Assists and gives guidance with development of proposals. Works with communities and partners to maximize local capacity. Evaluates programmatic effectiveness and provides technical assessment reports.

  • Provides technical support in the development and dissemination of tools, materials, reports, papers, and intervention for research projects.

  • Works closely with assigned team to ensure activities are implemented according to standard operating procedures (SOP’s).

  • Writes and edits technical reports and documents.

  • Assists with publications, web pages, and presentations.’

  • Conducts searches of published literature on evolving issues in assigned technical area.

  • Monitors and maintains protocols, instruments, data sets, manuals, training materials and reports.

  • Responds to requests and inquiries from internal and external staff.

Qualifications:


  • Bachelor’s degree (or international equivalent) in peacebuilding, conflict mitigation, democracy and governance, civil society, political science, international development, or related field*. Master’s degree or PhD preferred.

  • 2+ years of practical or technical assistance experience in proposal development, program design and implementation in peacebuilding, conflict mitigation, democracy and governance, civil society, political science, international development, or related field.

  • Demonstrated understanding of theories and technical issues in democracy and governance, civil society, and/or peacebuilding fields.

  • Ability to coordinate proposal development processes, manage projects, set realistic priorities, and plan for the successful implementation of activities.

  • Demonstrated strong writing, critical thinking, analysis, and research skills.

  • Experience with USAID and/or other US government programs preferred.

  • Has sensitivity to cultural diversity and understanding of the political, contextual, and ethical issues in assigned areas.

  • Articulate and professional and able to communicate in a clear, positive fashion with clients and staff.

  • Must be able to read, write, and speak fluent English.
