Chemonics seeks a project manager to join our Security Management Unit in the home office. The Washington-based unit supports the company"s Afghanistan regional portfolio of five large projects located in Kabul, Kandahar, and Herat. We are looking for a strong project manager to lead our region’s security operations. Technical security experience is not required, but project management experience is preferred. We are looking for individuals who have a passion for making a difference in the lives of people around the world.


Responsibilities include:


• Provide day-to-day support to the field-based Country Security Team (CST) and Washington-based project management units (PMUs), including communicating and assisting with field-office requests and overseeing field team’s adherence to contracts’ security requirements and Chemonics" security policies

• Oversee financial aspects of the Afghanistan security platform by reviewing subcontractors’ monthly invoices to ensure accuracy and compliance with subcontract provisions, and produce and monitor monthly costs allocated to each project/cost objective using budget monitors, and track project security expenditures against budget and total security ceilings

• Review and determine causes for variances to the security budget for each Afghanistan-based project, and coordinate with each PMU to ensure appropriate funding levels are available for the shared security platform

• Liaise with security subcontractors; manage subcontract administration issues, modifications, budgets, and invoice reviews; and review deliverables to ensure they meet technical and quality standards

• Recruit long- and short-term security personnel in accordance with Chemonics’ practice and pertinent U.S. government regulations

• Conduct periodic field visits to monitor our Afghanistan security platform"s operational and administrative requirements, including procurements, inventory management, and local subcontracts administration

• Demonstrate knowledge of Security Management Unit technical security practices, safety and security policy manual, safety and security-related Quality Management System work instructions, the field best practices manual, and Chemonics" online safety and security training

• Act as the primary security liaison for all new business activities in Afghanistan, create the security cost portion of all cost proposals in Afghanistan in coordination with the director and the proposal team, and provide input for the security plan

• Manage the provision of security briefings for all travelers to Afghanistan, work with the director and associate on refining the briefing materials and on tracking and fielding new travelers to the country

• Manage the associates backstopping CST personnel


Qualifications:


• Minimum three years of administrative, project management/implementation and/or technically relevant work experience in the field of security, or international development in security-challenging environments

• Demonstrated ability in managing security platforms for civilian operations in conflict zones, including successful crisis management, remote management of resources, and subcontracts management

• Demonstrated experience in subcontract management/administration and familiarity with USAID rules and regulations

• Demonstrated ability to manage and supervise department staff, multiple project teams, and other initiatives

• Mastery of critical project management skills, including budget management, contractual compliance, client relations, and personnel management

• Willingness to work overseas for up to four to eight weeks per year and to consider long-term overseas assignments

• Ability to solve complex technical, managerial, or operational problems and evaluate options based on relevant information, resources, well-rounded experience, and knowledge

• Experience supervising or mentoring employees preferred

• Demonstrated leadership, versatility, and integrity
