Department of Global Health (DGH) Lead Technical Writer Consultancy
Objectives:
- To lead the technical writing for Save the Children’s proposal for an MNCH opportunity in Africa.
- To provide input into the technical design, including program description, work plan and management plan of the project.
- To coordinate input of technical staff/writers on their technical narratives and strategies.
Activities:
- Review the NFO and all relevant documents related to the host country government strategies and programs, complementary USAID-funded and other donor programs, relevant projects and sector evaluations, and USAID’s CDCS.
- Participate in design and strategy meetings/phone calls with SCUS , SCI staff and partners
- Travel in-country and participate in the technical meetings with SC staff and other partners.
- Work with HQ and country technical staff to prepare results framework, detailed proposal outline, and work plan.
- Finalize details for preparing the proposal, coordinate with the people responsible for completing the work, and identify deadlines.
- Be the lead technical writer compiling input from other technical writers as follows:
Executive summary
Program description including the following elements:
a. Guiding principles
b. Strategies and discussion of the activities under the principle components outlined in the RFA
c. Results Framework
d. Geographic scope
e. Program description
f. Illustrative implementation plan and detailed first year annual work plan
g. Consultant will provide input into the M&E plan to ensure alignment with the technical narrative
h. Description of key staff (in coordination with HR at CO and HO level)
Lead the development of the one year and five year work plan.
Provide input to the management plan, including description of key staff, partner roles, relationship with USAID, and with partners.
Requirements:
• Public Health professional with a minimum of 10 years of experience with MNCH and HSS programming in Africa and Asia.
• Demonstrated experience preparing successful large, complex USAID proposals in MNCH and /or HSS.
• Strong time management and organization skills, with ability to independently schedule and prioritize tasks and work under multiple tight deadlines.
• Ability to work productively and successfully with a diverse range of staff and partners spanning multiple departments in HQ and in-country.
• Must be able to travel to the Country Office on short notice to support proposal development and commit to a period of 6 weeks, including 2-4 weeks in-country, with continued support out of SC’s HQ office in DC and remotely.
Deliverables:
A highly competitive technical proposal that is presented concisely and follows the guidelines specified in the NFO.
The consultant will report to the Technical Director of Program Opportunities, and will work closely with the New Business Development Proposal Manager, HQ and in-country technical leads in various areas, and senior HQ and country office program development leadership. Deliverables will include a Pink Team Draft with a detailed technical proposal outline, two technical drafts, and one final technical proposal.
