SUMMARY:
Counterpart International is currently seeking a Chief of Party for an Internet freedom project focused on supporting civil society organizations, human rights activists, and independent media worldwide. Based at Counterpart’s headquarters in Arlington, Virginia, the COP will be responsible for working with public, private, and non-governmental stakeholders to provide advanced, sustained information security and capacity building assistance and to improve the Internet’s enabling environment. Equally critical, the COP will lead the project’s four-year sustainability plan, moving from a single-source funded project to a permanent collection of services and relationships that utilize multiple revenue streams to support the project’s global impact. The ideal candidate will have a track record of successful project management and experience in Information and Communications Technology (ICT) for civil society, advocacy, and Internet freedom issues, including the development of networks, coalitions, or start-up enterprises. The COP will represent Counterpart to USAID, local and national partners, the private sector, and other relevant donor organizations globally. S/he will provide vision and technical leadership, as well as oversee staff management and development and ensure the highest quality of project monitoring, evaluation, reporting, and communications. This is a full time position that will report to the Regional Director of Programs.
DUTIES AND RESPONSIBILITIES:
• Provide overall project leadership, management, quality control, and technical direction, while ensuring compliance with USAID requirements and regulations, and Counterpart policies and procedures.
• Build an integrated vision among diverse project components and stakeholders, with a focus on achieving results.
• Identify obstacles and risks related to implementation in a timely manner and suggest appropriate adjustments to the home office and USAID.
• Liaise with USAID missions, civil society organizations, local government officials, and other international and private sector partners to coordinate activities and facilitate monitoring and reporting of project objectives and achievements.
• Build and/or strengthen alliances with traditional and non-traditional partners in order to facilitate better project service provision and Internet freedom and governance program effectiveness, writ large.
• Work hand-in-hand internally with Counterpart International’s Executive Management Team and program staff to set strategic direction and priorities and execute the sustainability plan. Leverage networks, program investments, and project successes to seek opportunities for program expansion and promoting Counterpart’s practice areas.
• Manage and supervise the work of project personnel, subcontractors, and grantees, with a focus on achieving work plan targets and core results in a timely manner.
• Provide mentoring and professional development support to project staff, with emphasis on building capacity of staff (remote and US-based) and key local partners.
• Oversee field office finances and administration of sub-contracts and sub-awards.
• Ensure that all project assistance is technically sound and appropriate.
• Participate in specialized content (technical) events such as workshops and roundtables, support knowledge management, and share learning across key networks.
• Coordinate project activities between field staff, Counterpart headquarters and other related projects.

RequirementsRequired:
• Minimum of 15 years of related experience; at least 10 years of international experience working in information security, advocacy, Internet freedom, or related fields.
• Successful track record in supervising, designing, managing, and implementing donor-funded technical assistance projects for information security, advocacy, Internet governance; experience in network building and coalition development preferred.
• Deep understanding of the information security and Internet governance situation for civil society, activists, and media in a range of open, closing, and closed countries.
• Demonstrated leadership skills in strategic business planning, social enterprise development, and revenue generation.
• Excellent interpersonal skills and the ability to lead and work on a multi-partner team.
• Ability to establish strong working relationships with senior officials in government, non-governmental partners, private sector representatives, and international donors.
• Strong multicultural, interpersonal, and supervision skills; successful experience managing remote staff.
• Must have strong, professional-level writing skills for reporting, proposals, research and other products.
• Solid understanding of the Internet’s building blocks: DNS, SSL, IP, etc., and secure communications.
• Advanced professional proficiency in English required.
• Availability for business travel up to 30% of the time, within the US and globally.
Preferred:
• Master’s Degree or higher in a relevant field.
• Demonstrated record of championing social inclusion across programming, such as gender integration and inclusion of women, youth, internally displaced persons, persons with disabilities, ethnic and religious minorities, sexual minorities, and other marginalized communities.
• Pre-existing relationships with ICANN, IETF, IGF and/or other Internet governance forums.
• Proficiency in additional language(s) (Arabic, Russian, Spanish or French).
