We are an emerging health systems development organization that is currently in a major growth phase. We are looking for top talent to both manage health systems engagements as well as provide direct technical support to clients. The successful candidate will have hands-on design and implementation experience in multiple countries in areas such as: health financing policy and strategy, health purchasing mechanisms, and resource tracking and mobilization. The ideal candidate will have strong relationships with funding organizations and prime contractors to support ThinkWell’s business development efforts.
The incumbent should be prepared both to work independently on engagements, and at other times to be leading and managing a team. The candidate will understand how to remotely support field-based programs and staff, striking the balance between mentorship, technical assistance, and accountability. The candidate should be a ‘builder’– enthusiastic to shape the growth of a cutting-edge enterprise.
Responsibilities:
- Oversee health financing programs in a range of countries by managing both home office and field-based staff.
- Provide direct technical assistance and/or management and leadership of technical programs in health financing in areas such as:
- National health insurance design, including overall structure, benefits package development, premium-setting, and claims systems;
- Supporting the development of national health financing strategies including domestic resource mobilization;
- Conducting analyses on fiscal space, benefit-incidence, out-of-pocket spending;
Providing design and implementation support for performance-based financing systems; - Overseeing a national health accounts exercise;
- Supporting a public financial management strengthening program;
- Supporting ministries of health on budget planning & preparation, budget advocacy, and resource allocation framework development.
- Cultivate and nurture relationships with external organizations to support fundraising efforts.
- Provide technical leadership in proposal development processes.
Based in Washington DC, the incumbent will be expected to travel 20%-30% of his/her time.
Qualifications:Master’s degree or higher in Health Economics, a health financing-related Master’s in Public Health, or 10+ years of experience if degree is in an unrelated field;
Experience leading and managing high-profile health financing engagements, providing overall direction to government, donor counterparts and supporting ThinkWell staff;
Sufficient experience working with ministries of health and finance that the candidate can speak fluidly and knowledgably about how effectively to interact with both;
Successful track record developing business, including a good understanding of the donor landscape (USAID, CDC, GIZ, DfID, AFD, WB, etc.);
Fluent command of English; preferably working proficiency in Portuguese, Spanish, or French;
Willingness to travel essential, including to low income countries and fragile states.
