Summary
The Director for Child Protection Resource Mobilization will work across the department to pre-position and pursue key public and private Child Protection funding opportunities. S/he does this primarily through gathering intelligence on upcoming opportunities, building relationships with key country offices and donors, organizing/managing proposal teams, writing and submitting proposals, and managing/fostering relationships with key partners.
The Director for Child Protection Resource Mobilization will support Child Protection program growth in both size of new awards and quality of child protection projects. S/he reports to the Senior Director, Child Protection and will work closely with Child Protection technical team members. S/He will work in close coordination with the Director of Education Resource Mobilization, the Senior Director for Education and Child Protection, and other members of the department.
Essential Duties, Responsibilities and Impact
Strategic and Market Positioning (20%)
Review forecast for new key opportunities and highlight key opportunities to appropriate stakeholders
Create templates and mechanisms to share information and decisions across a wide range of stakeholders and decision makers
Compile a wide range of pre solicitation information and provide analysis to feed into the go/no go decision
Lead consensus development on preferred Save the Children scope of work
Conduct pre-positioning capture work
Develop consultant scopes of work for capture trips or proposal writing
Program Partnering (10%)
Compile information on potential partners and make recommendations on preferred partners and scopes of work
Conduct initial outreach to potential international partners and coordinate up to point of teaming agreement. Field and respond to partnering queries received
Proposal Development (50%)
Serve as lead writer on proposals and coordinator on high profile strategic bids and proposals
Work closely with department and country office technical team members in technical design and proposal development, and serve as convening writer when working with country office technical leads
As needed, identify department of education and child protection staffing level of effort to provide to pricers.
Supply New Business Development with information sources for corporate capability statements
Knowledge Management (10%)
Update Save the Children records as decisions known with opportunities status and other information and resources
Work collaboratively with the technical team, knowledge management, and monitoring and evaluation advisors, in-country staff, to document child protection programming, support proposal development and prepare countries to respond to major public funded opportunities
Project Support (10%)
- Support project start up and ongoing assistance as needed
Required Background and Experience, Skills and Behaviors
Required:
Bachelor’s degree in education, social work, or a related field
At least 8 years’ experience in work on international programming, preferably in Child Protection.
Previous experience in preparation of successful proposals
Knowledge of USAID technical procurement procedures necessary
Demonstrated very strong writing, editing, computer, and analytical skills
Ability to interact with established networks of senior level international education professionals, donors, universities and other partners
Team player with a good perspective of field programs
Preferred:
Master’s Degree
Two years overseas project experience in a developing country context preferred but not required
Proficiency in French, Spanish, or Arabic
Knowledge, Skills, and Behaviors
Strong interpersonal, cross-cultural, oral and written communication skills, strong organizational skills and attention to detail
Ability to proactively problem-solve, handle many tasks at once and determine priorities
Ability to take initiative and work independently and as part of a team
Ability to travel up to 30% of the time in/outside the USA
