SUMMARY:
Counterpart International is seeking a full-time Internet Governance Manager for an “Internet Freedom” ICT project focused on supporting civil society organizations, human rights activists, and independent media worldwide. The Senior Manager will oversee a portfolio of Internet governance-focused interventions, including engagement with multi-stakeholder organizations, coordination with other donor-funded implementing partners, and support to local advocacy organizations. The chosen candidate will work on program implementation, program activities, maintaining regular contact with program partners, reporting on program progress and impact, and assessing conditions of Internet Freedom in restricted environments. He/she will also manage junior staff in support of these activities. Applicants should have preexisting relationships with trusted parties working on these issues such that he/she could provide build out the program quickly. Applicants should have a strong technical background in information technology, Internet protocols, Internet regulations and policies, and issues related to censorship, surveillance, and advocacy.
DUTIES AND RESPONSIBILITIES:
• Identify potential program allies and establish contacts with NGOs and coalitions, other donor-supported implementing partners, media representatives, and government officials.
• Oversee assessment of local NGO needs in Internet governance and advocacy capacity-building, and assist them in developing and implementing regional, national and local advocacy campaigns in line with existing legislation.
• Arrange and coordinate cross-border exchanges for Internet governance leaders and government officials.
• Provide guidance and technical assistance in designing, organizing and delivering trainings and other capacity building activities to target groups, including NGOs, technical experts, and government officials.
• Provide support and guidance in designing and delivering training workshops, roundtables, and seminars at local, national and regional level.
• Manage junior staff working on Internet governance interventions.
• Ensure that partners learn, internalize, use, and propagate supported practices.
• Disseminate knowledge on Internet governance and potential policies toward new technologies.
• Train local counterparts about Internet governance issues.
• Participate in conferences, trainings, and other events as needed.
• Other duties as assigned.
Requirements• Existing, trust-based relationships with a wide array of stakeholders working on Internet governance issues.
• Bachelor Degree plus a minimum of 12 years relevant experience, with a strong preference for experience in the Internet Governance or Information Security fields
• Fluency in English.
• Strong research and writing skills,including but not limited to country assessments, legislative/regulatory analysis, white papers, and donor reports. .
• Broad understanding and experience using Internet-based communication and work tools, as majority of work will be performed via Internet-based communication and work tools, working remotely with partners and staff, in both open and secure situations.
• Proven experience applying internet technical standards, protocols and digital security in an international context.
• Strong interpersonal skills as well as experience developing solid professional relationships.
• Broad training experience.
• Experience working across different cultures and languages.
• Availability for business travel up to 30% of the time, within the US and globally; should expect to travel to areas with rapidly changing environments.
• Ability to work under pressure and manage multiple activities.
• Strong work ethic and ability to complete work related with little supervision
