Key Responsibilities:
• Own and lead the initiative to develop and implement a strategic approach to staff performance and development for the agency
• Develop and manage a framework of blended learning opportunities and platforms to support staff development and performance based on educational theory and validated through measurement
• Advise on and support appropriate learning solutions for CRS business units; including feasibility, cost, and level of effort required to implement
• Determine and maintain standards and processes for blended learning projects
• Engage and collaborate with a variety of key stakeholders across the agency
• Monitor and improve data integrity including accuracy and usability
• Develop and analyze timely and comprehensive reports
• Liaise and negotiate with third party learning product and platform providers
• Provide and model leadership to a team of Learning Support Specialists
• Network with and learn from key players inside and outside the industry

Knowledge, Skills and Abilities Needed to Succeed:
• Relevant education; Bachelor’s degree in Educational/Performance Technology, Instructional Design, Education or related area. Master’s Degree preferred
• Track record; proven ability to develop and implement blended learning initiatives
• Instructional design knowledge: strong understanding of adult learning modalities/ solution design; relevant experience supporting design of performance support materials and programs or courses;
• Technical knowledge: relevant experience supporting development of a variety of digital learning resources (e.g. courses, apps, videos) and learning systems and platforms.
• Customer service oriented; able to cultivate new relationships and instill confidence
• Strong interpersonal skills; excellent listener who is able to work effectively independently and in a team setting
• Strong communications and presentation skills; able to develop persuasive messaging for technical and non-technical audiences
• Results driven; able to set and achieve ambitious goals
• Strategic and innovative thinker; able to formulate guiding questions, leverage resources and find creative solutions
