BASIC JOB DESCRIPTION

The Senior Associate Analyst conducts organized analytical assessments and evaluations to understand and/or evaluate moderately complex issues to inform decision making, policy development, system development, management, or administration of client processes.

SPECIFIC JOB DESCRIPTION

The Personnel Security Specialist supports agency security programs through expertise and administrative support. The specialist conducts limited inquiries as part of either preliminary processing or to supplement the results of background investigations. This includes national agency checks, credit checks, verification of education, and employment inquiries.


  • Supports eligibility/fitness/suitability recommendations on individuals for entry and retention in Public Trust positions or for access to classified national security information; makes individual independent recommendations to government managers based on analysis of available information

  • Prepares adjudicative summaries, case files, and security-related documentation

  • Resolves conflicting, missing, or unclear information with background investigation applicants

  • Processes security clearance and background information requests in paper and electronic formats

  • Identifies adverse information in the determination of eligibility for employment with the agency

  • Assists in handling data requests under provisions of Privacy and Freedom of Information Acts

  • Requests investigation files from external agencies and sources

  • Writes comprehensive adjudicative report findings

  • Requests documentation, either formally by letter or computer-generated message, in an attempt to mitigate issues

  • Protects and maintains sensitive records in accordance with agency and governmental requirements

  • Completes personal identification and verification duties for the personnel security and HSPD-12 programs to include document verification/validation and fingerprinting

EDUCATION AND EXPERIENCE

Advanced degree in a discipline relevant to the position; or bachelor’s degree plus at least 2 years’ relevant professional experience.


LEADERSHIP AND PROFESSIONAL STATURE

Works under general supervision; may interface with clients and provide guidance to non-exempts. Assists in exploring and developing new business opportunities with existing or prospective clients and contributes to the development of proposals for new work.


SKILLS AND EXPERIENCE


  • Six years’ experience in systems such as JPAS, e-QIP, and others to process, research, validate, and update security clearance and suitability documents and records

  • Able to interpret and apply personnel security and other security-related policy, guidance, and directives in the evaluation of records and applications for security clearances and other suitability

  • Six years’ experience completing personnel security case files and adjudicative records including analysis of applicant/candidate information to recommend action to government adjudicators and managers

  • Strong written, oral and interpersonal communication skills and the proven ability to handle sensitive situations

  • Proven ability to establish, secure, and maintain personnel security, suitability, and other security-related records
