Purpose of the Position


The Technical Specialist, Climate Change Adaptation and Mitigation, supports the Senior Adviser in rolling out and implementing UNICEF’s Executive Directive on climate change; providing technical support to Country and Regional Offices in developing child focused climate change adaptation and mitigation initiatives; developing relevant guidelines and tools; supporting the undertaking of climate risk assessments and engaging with national counterparts, development partners and other partners to support children as beneficiaries in climate change adaptation and mitigation initiatives.


The Technical Specialist works to achieve the results outlined in the annual Sustainability and Policy Action Unit work plan, specifically the goals and targets related to climate and environment.


Key Expected Results


The technical support provided by this position will have an impact on UNICEF’s capacity to effectively integrate climate change and environmental sustainability concerns into its programming and advocacy enabling the organization to deliver improved results for children in all outcome areas of its Strategic Plan 2014-2017 and beyond. The position also has a direct impact on UNICEF’s ability to mobilize and leverage climate finance resources from, and engage with multilateral bilateral and private sector partners, and collaborate with civil society. UNICEF country offices thereby become the go-to partner for advancing children’s rights in the face of climate change.


Key Accountabilities and Duties & Tasks


Summary of results-based key functions/accountabilities:


1. Technical support to regional and country offices on climate change adaptation and mitigation initiatives


  • Provide technical assistance to HQ, ROs and COs in developing concept notes and full-fledged proposals on climate change adaptation and mitigation

  • Provide technical inputs to applications for fundraising for climate change adaptation and mitigation

  • Support COs with adopting and implementing UNICEF’s Social and Environmental Standards and Procedures
    Provide monitoring and backstopping of implementation of approved proposals

2. National and global climate policy engagement and advocacy


  • Support COs liaising with governments and development partners on climate change adaptation and mitigation

  • Support COs with developing policy advocacy messages

  • Liaise with national focal points for global climate funds such as Adaptation Fund, GEF and GCF and coordinate between COs, ROs and HQ

  • Engage in global fora and interagency discussions on coordination, cooperation, best practices and lessons learned.

3. Development of tools and guidance on climate change adaptation and mitigation


  • Develop technical guidance and tools for climate risk assessments

  • Support COs in undertaking climate risk assessments, including providing technical support, review of TORs and responding to questions as needed

  • Develop guidance and conduct training on how to develop proposals on children and climate change adaptation and mitigation

  • Provide technical inputs to COs on inclusion of climate change adaptation and mitigation entry points in SitAns, strategic notes, CPDs, CPAPs, etc.

4. Knowledge management


  • Contribute to lessons learned and knowledge sharing on climate change adaptation and mitigation

  • Encourage south-south collaboration between countries on climate change adaptation and mitigation

  • Collect and codify case studies related to children, climate change adaptation and mitigation

Qualifications of Successful Candidate


  • An advanced university degree (Master’s or higher) in relevant area such as environment, social and economic development, international cooperation.

  • A minimum of eight (8) years of relevant work experience focused on developing countries, in areas related to development cooperation in climate change adaptation and mitigation, environment and socio-economic development is required.

  • Specific expertise in programme/project formulation, implementation, monitoring and review and evaluation related to climate change adaptation and mitigation in developing countries is required.

  • Proven experience in successfully developing, formulating and implementing adaptation and mitigation projects for the GEF/LDCF/SCCF, Adaptation Fund, and/or other sources of climate finance is required

  • Knowledge on climate change impacts, climate risk assessments, and adaptation solutions is required.

  • Prior experience undertaking climate risk and vulnerability assessments is required.

  • Knowledge on greenhouse gas emissions and climate change mitigation solutions, especially related to sustainable energy is required.

  • Expertise in staff capacity building, developing tools and providing training is required.

  • Familiar with children’s rights and gender in the context of climate change adaptation and mitigation and/or natural resources management is required.

  • Excellent analytical and writing skills, advocacy and presentational skills is an asset.

  • Fluency in English (written and verbal) is required.

  • Knowledge of a second UN language is considered an asset.
